The Insurance Service, directs, and manages the operation of all Government Life Insurance programs. For the Life Insurance programs administered and supervised by the VA, the Insurance Service is responsible for the administration and oversight of the Insurance programs. Insurance Program Administration (PA) is responsible for legislative and regulatory changes, SGLI/VGLI oversight, Insurance program oversight, training material development, and performance analytics.

Duties

Major Duties: The Training Coordinator is responsible for coordinating with Operational and Service leadership to develop appropriate training materials to support training delivery by the Quality Assurance and Training staff. The Training Coordinator is also responsible for providing train-the-trainer instruction in accordance with the approved curricula, rules, procedures, and strategic goals of the Insurance Center. The incumbent will develop curricula, deliver courses, set clear objectives, and interact with all necessary entities to obtain information to ensure training materials provide clear instructions for employees. The incumbent will also be responsible for managing the Employee of the Month program and supporting Talent Management System needs. The Insurance Center training program is a multifaceted development program that is intended to address a wide variety of topics and objectives. Types of training material may include technical and knowledge base courses, basic computer skills, customer service training, and refresher training. The duties and responsibilities at this level are identical to those found at the next level. Responsible for delivering "train-the-trainer'' training to the Quality Assurance and Training staff for the Operating Divisions. Conducts train-the-trainer training as assigned and scheduled by the Chief, Quality Assurance and Training in coordination with the Chief, Policy and Procedures, following the approved curriculum, lesson plans, and student training guides. Facilitates learning through a variety of delivery methods including classroom instruction, virtual training, on-the-job training, web based, and Job Aids. Reviews and approves all training guides, assessments, tests, lesson plans, curriculums and other resources associated with each lesson prior to the training start date. Selects appropriate cases to be used in conjunction with the training guides. Identifies internal and external training programs to address competency gaps. Liaises with subject matter experts regarding instructional design. The Training Specialist develops, assists coordination, schedules, evaluates, modifies and maintains all training courses and programs, to include developing training guidelines and objectives, instructional methods, course material, lesson plans, student guides, practical exercises, training curricula and other resources. Works with the Division Leadership to develop specific training materials (including refresher training) to satisfy needs identified by auditing individual/program reviews or by classroom observation. This includes creating material to support the said training such as learning analyses, lesson plans, test, student guides, and practical exercises. Identifies, organizes, develops, or sources training programs and materials to meet specific training needs, reevaluating and redefining instructional objectives as required. Creates testing and evaluation for use during training sessions. Independently evaluates the course material in order to plan and conduct validity and reliability studies to analyze components such as prepared testing. Attends training seminars and utilizes courses in the Talent Management System (TMS) to obtain insight on training best practices and training industry enhancements. Maintains the Talent Management System (TMS) and evaluates any applicable external training resources (VA Learning University (VALI)). Keeps up to date with developments in training by reading relevant journals, attending meetings and courses for Instructor Certification. Supports the Insurance-wide Employee of the Month and/or other award programs. Provides Talent Management Support for Insurance Service Headquarters employees. Performs other related duties as assigned. Searches for gaps in training material or content that should be addressed to ensure safety and productivity among staff. Updates outdated training resources to reflect current laws, policies, and procedures and advises on any new or amended insurance procedures. Conducts studies and performs analyses on course related subjects. Analyzes deficiencies in lesson plans when trainees do not perform well and implements recommended changes to improve the training. Works with Quality Assurance and Training for recommendations for revising test materials to improve clarity, accuracy and increase the reliability and validity of tests. Reviews, evaluates, and modifies course material as necessary to ensure successful completion of formal classroom and on the job training. Conducts oversight of training delivery by Quality Assurance and Training staff as part of the Operational Review process to ensure training delivery aligns with laws, policies, and procedures using materials developed and approved by Policy and Procedures.

Qualifications

Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-09 position you must have served 52 weeks at the GS-07 level. For a GS-11 position you must have served 52 weeks at the GS-09 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-09 To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: (1) Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). (2) Supervising or administering a training program. (3) Development or review of training/course materials, aids, devices, etc., and evaluation of training results. (4) Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. (5) Plan, develop, implement, direct, and coordinate overall training at the facility level; Coordinate space and staff resources sufficient to conduct trainings; Use Microsoft Office Suite (Word, PowerPoint, Excel, Access, Publisher, and Outlook) effectively to complete and manage correspondence, tracking, reporting, and education initiatives; Prepare forms as requested; Effectively complete and manage correspondence, tracking, reporting, and training-related initiatives, Or Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related Or Combining Education and Experience GS-11 Applicants must meet all requirements by the closing date of this announcement. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: (1) Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. (2) Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). (3) Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. (4) Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Or Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related Or Combining Education and Experience Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
