This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Serve as a Civil Engineering Technician in the Area/Resident Office and is responsible for the administration and management of Milcon, reimbursable, non-appropriated, and various other types of funded construction contracts.
Responsible for office engineering and related contract-administration functions requiring practical knowledge of engineering principles and theory, construction methods and practices, and Corps of Engineers regulations and procedures.
Serve as principal administrative support assistant for the Area Office responsible for the accomplishment of the clerical, administrative, and office automations functions of the Area and Resident Offices.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a valid state driver's license.
- Temporary Duty (TDY) travel may be required up to 5% of the time.
- This position is subject to a one-year probationary period.
- This is a Defense Acquisition Workforce (AWF) position. Employee must meet the DoDI 5000.66 requirements applicable to the duties of the position.
Foundational Career Level Certification must be met within 3 years of employment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) applying basic knowledge of technical work related to engineering and construction, and 2) providing clerical, administrative, and/or office automation support in office setting. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
OR
Education: Four year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; OR (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
