You will serve as the Command Lead for Business Data Analysis, Command Metrics, Dashboards, and Data Systems in the Corporate Business Office Division of Naval Undersea Warfare Center, Division Keyport, Washington (NAVUNSEAWARCENDIV KEYPORT WA).

Duties

You will develop, construct, and maintain data analytics projects, studies, and data systems that support command business operations and strategic planning, as well as technical work performance. You will manage the Monthly Business Process Review (MPBR) dashboard products including development and continuous improvement of data identification, collection, display, analysis, and assignment and tracking of corrective actions. You will work with Command and Department Leadership to develop command level data and metrics analysis. You will plan and define the context, parameters, methodology, and structure of command-level data analysis and display methods and tools. You will consult and work with Warfare Center (WC), Headquarters, and NAVSEA subject matter experts (SME) to support command, WC, and NAVSEA data initiatives, strategies, and data sharing. You will identify data that should be collected and devise display systems and dashboards that assist executive leadership in interpreting large data sets into actionable business processes and strategies. You will provide forward-thinking proposals and recommendations to senior management and executives/leadership.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 pay band (GS-12/13 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional scientist analyzing command level trends data, capability gaps, and areas of concern to provide solutions as well as inform decisions for navigating discussions with high-level personnel advocating for operational priorities that could impact strategic efforts and current priorities. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

For 1515 Operations Research: Degree: in operations research;
OR
At least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.

OR

For 1520 Mathematics: Degree: in mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics;
OR
Combination of education and experience - courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as described above, plus appropriate experience or additional education.

OR

For 1560 Data Science: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position;
OR
Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
