The Executive Director Integrated External Networks is organizationally aligned under the Deputy to the Assistant Under Secretary for Health for Integrated Veteran Care and provides executive leadership and direction to Integrated Veteran Care offices and major Department level initiatives related to the design, development, implementation and management of the external network of providers required to support access to care for Veterans and oversees all Veterans and Family Member Programs.

The Executive Director, Integrated Veteran Care reports to the Deputy to the Assistant Under Secretary for Health for Integrated Veteran Care. The responsibilities include, but not limited to the following:
Leads an organization with oversight of Veterans Care Agreements and contracts with third party administrators for purchasing healthcare for Veterans outside of Department of Veterans Affairs.
The Executive Director, Integrated Veteran Care addresses complex issues ensuring optimal operations and processes for Integrated Veteran Care Network Development and Operations, Integrated Veteran Care Provider Experiences, Contracts and Agreement Management, Network support, and Quality, Safety, Value Assurance programs in tandem with promoting client and customer satisfaction.
Responsible for oversight, effectiveness, and maintenance of the Veterans Care Agreement process.
Responsible for the overall management and effectiveness of the Integrated Veteran Care provider network, development and execution of the network contract(s). Also responsible for the oversight of development and enhancement of internal and external provider relationships.
Proactively identify the need for action and determine best course of action related to the IVC and VHA missions and best outcomes for Integrated Veteran Care internal and external stakeholders.
Tracks industry standards, benchmarks, and trends within the position's purview to communicate and inform senior leaders.
Participates at a national level in work groups, committees, councils, and external entities as a representative of the Office of Integrated Veteran Care and/or Deputy Assistant Under Secretary for Health, Integrated Veteran Care.
Develops and directs strategic goals of the organization relating to network management.
Requirements

- One year probationary period required for initial SES appointment.
- Males born after 12-31-59 must be registered for Selective Service.
- Incumbents of this position will be subject to a background investigation commensurate with the risk and sensitivity level of the position.
- Successful completion of drug screening required.
- Public Financial Disclosure Report (SF-278) is required within 30 days of appointment.
- May be subject to reassignment geographically or organizationally.
- VA structures its SES positions into pay bands. This is a Pay Band 2 position and the salary range is $141,022 to $204,800. Exceptions to the cap of the range may be considered in certain circumstances.

Qualifications
To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Challenge. Describe a specific problem or goal.
Context. Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale, etc).
Action. Discuss the specific actions you took to address a challenge.
Result. Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills.
Your narrative response should not exceed 10 pages, be typed in 12 point font with one-inch margins. It is recommended that you include 2 recent (not older than 10 years) examples per ECQ and draft your ECQs in a Word document before uploading into the system to ensure these guidelines are met. TQ1: Demonstrated leadership experience at a regional or national level in managing medical, pharmacy and dental health care contracts (including claims administration and customer service) on behalf of a managed care plan, third party administrator or similarly situated entity.
TQ2:. Demonstrated leadership experience in provider contract administration and negotiation, network adequacy management, and provider directories.
