This position is located in the Washington, DC Commuting Area within the Bureau for Management, Office of Management Policy, Budget and Performance, Policy Division, (MPBP), at the U.S. Agency for International Development (USAID).
Duties
Provides advice and support to staff in the planning, formulation, implementation, and evaluation of assigned policies governing agency-wide operations (e.g., programming, acquisitions and assistance, HR, IT, budget, and financial management, etc.).
Evaluates new or revised operational policies to ensure policies align with federal and agency requirements and promote continuous improvement of agency-wide operations.
Leads policy studies to evaluate the policy’s effectiveness in achieving intended objectives, identify opportunities for improvement, and engage with key stakeholders to implement improvements.
Applies a range of quantitative and qualitative analytical methods appropriate for assigned studies or projects, establishes the relevant facts to inform findings and recommendations.
Represent the bureau/office on intra-agency working groups established to develop policy initiatives and solutions to critical issues within the agency.
Requirements

- Must be able to obtain and maintain a security clearance.

Qualifications
Specialized Experience:
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this positions includes: a) providing guidance and strategic direction on one or more of the functional areas: programming, acquisitions and assistance, human resources, management services, or budget and finance; b) designing and conducting evaluations of operational policies and procedures using various quantitative and qualitative analytical methods to assess compliance and promote an organization's continuous improvement; and c) providing technical advice, guidance, and recommendations to management/leadership.
