The VA Desert Pacific Healthcare Network is currently recruiting one Human Resources Assistant (Recruitment & Placement) in the Strategic Business Unit (SBU) in Loma Linda, CA. The primary purpose is to assist with the on-boarding of new employees to include arranging for physical examinations, completion of benefits forms, extending job offers, coordinating release dates from losing office, forwards pre-employment packets to new appointees and coordinates with offices involving on-boarding.

Duties

This position provides human resources assistant support work in the VISN Strategic Business Unit (SBU) that entails local liaison duties and coordination of human resources activities. Duties include but are not limited to: Assist HR specialists with the onboarding of new employees to include arranging for physical examinations, ensuring completion of all appropriate benefits forms, extending job offers, coordinating entrance on duty dates and release dates from losing office, forwarding pre-employment packets to new appointees, and coordinating with other related functional offices involved in onboarding (i.e. pre-appointment security checks). Independently conduct human resources orientation for new appointees. Review documents for missing or conflicting applicant information. Process new employees' enrollments, administering the oath of office, and ensuring standards of conduct and government ethics orientation are completed and signed. Explain pay rates, pay periods, within grade increases, annual and sick leave accrual, etc. Coordinate with security counterparts regarding applications for Identification Cards, when required. Coordinate and process required clearance documents for employees leaving the agency or federal service. Assist HR Specialists with identifying proper documentation to ensure the electronic personnel file is current and up to date during the recruitment and onboarding process. Scan new hire documents during initial employment process. Respond to inquiries regarding procedures for completing applications, status of job announcements, and hiring procedures. Maintain automated databases in order to track information and extract data used to generate documents, records, and reports. Review and prepare correspondence and provide a variety of information. Utilize word processing and/or other office automation equipment and various software programs to create, copy, edit, store, retrieve and print a variety of documents; produce correspondence, memoranda, directives, forms reports; create or maintain spreadsheets or databases, etc. Transmit, receive and/or acknowledge electronic mail, messages, forms and reports; Ensures accuracy and timeliness of information, completeness, spelling, grammar construction, and punctuation. Adhere to regulations and agency policies concerning access to printed and electronic files containing sensitive data which must be protected under the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statues and policy and VHA policy. Protect data from unauthorized release or from loss, alteration, or unauthorized deletion. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Time-in-grade restrictions do not apply to positions up to the GS-5. For a GS-6 position you must have served 52 weeks at the GS-5. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:GS-05 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) answering telephone inquiries in an attentive and responsive manner; (2) entering and accessing information through various data systems; (3) researching and applying federal regulations and policies; (4) receiving customers within a reception office setting; and, (5) preparing and filing correspondence. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of education above high school. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. The following is an example of how education and experience may be combined: The applicant has 9 months of specialized experience and 75 semester hours of college (15 semester hours beyond the second year and the equivalent of 3 months of specialized experience). The applicant meets 75 percent of the required experience and 25 percent of the required education. The applicant meets 100 percent of the requirement for 1 year of specialized experience and is qualified for the position. GS-06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) answering telephone inquiries in an attentive and responsive manner; (2) entering and accessing information through various database and software systems; (3) researching, applying, and advising on VA, VHA and federal regulations and policies; (4) assisting customers in completing forms; and, (5) collaborating with others on projects and time-sensitive inquiries to ensure timely completion. NOTE: There is no education substitution at the GS-6.GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) answering telephone inquiries in an attentive and responsive manner; (2) entering and accessing information through various database and software systems; (3) collaborating with others on projects and time-sensitive inquiries to ensure timely completion; (4) researching, applying, and advising on VA, VHA and federal regulations and policies specific to recruitment and placement activities; and, (5) assisting customers in completing human resources forms such as benefits and military buyback. NOTE: There is no education substitution at the GS-7. Education

There is no educational substitution at the GS-06 and GS-07 grade levels.
