The primary duty and responsibility of the Fleet Program Specialist for the VA Memphis is to coordinate the data submitted by various Services of the VAMC Memphis for fleet services. These fleet vehicles are VA purchased, leased and donated vehicles for use by all VA Memphis services and their employees, VISN employees, Out Patient Clinics and Vet Centers.
Duties
The Fleet Program Specialist is thoroughly knowledgeable and is continuously researching rules, regulations, policies, and procedures (i.e., CEOSH, state license requirements, VA Memphis, GSA regulations, EPA requirements, AFV requirements, etc.) to ensure that VA Memphis is always in compliance. He/she will report noncompliance or inadequate reporting to higher management with recommendations for correction. He/she monitors documentation of this reporting for timeliness, accuracy and effectiveness. He/she communicates agency and local policies and priorities to all employees using vehicles and equipment in the fleet. He/she orders VA license plates from the CEOSH website. Major duties and responsibilities include:
The incumbent orders/cancels credit cards, reviews statements checking for fraud or misuse. He/she reconciles monthly and undergoes a monthly random audit with Fiscal Service. He/she researches all vehicle use including mileage, number of trips, numbers of passengers always making sure the fleet is right sized and maintained within VA and GSA standards.
The Fleet Program Specialist must be able to communicate effectively both orally and in writing with a wide range of individuals with varying levels of understanding. He/she will be interacting with all personnel of the VAMC Memphis as well as many other government and non-government agencies, contractors, vendors, law enforcement agencies, etc.
Responsible for tracking all vehicle histories from time of purchase/donation to six (6) years past the turn-in or salvage/auction of each vehicle or piece of equipment (per credit card regulations). This includes filing all trip logs, credit card receipts, accident reports, pictures, repair slips. He/she will take pictures, follow-up with drivers, track accident reports and repairs as well as maintenance tracking. Work closely with the VA Policies & Security. He/she is the primary contact with Regional Counsel on Fleet matters.
Incumbent reviews the budget on a regular basis notifying the Chief whenever there is a change in spending such as multiple large repairs or body work. Reviews billing from Vendors to ensure TAX Exempt procedure/policy is adhered to. Reviews the spending every quarter to keep the Chief informed of the current control point activity.
Incumbent serves as technical advisor to the Chief, Engineering Service, in the modification of fleet systems to meet the needs of the VA Memphis.
Incumbent is responsible for ensuring that proper maintenance records are kept on all vehicles. Incumbent is responsible for the submission of monthly, quarterly, and annual cost and estimated cost reports on vehicles. Incumbent sets specifications and orders new replacement equipment for the Units of VA Memphis.
Incumbent Manages and operates a complex fleet of motor vehicles ranging from subcompact sedans and station wagons to heavy trucks, buses, and special purpose vehicles. Develops detailed programs for the service, storage and maintenance of the equipment and its usage.
Work Schedule: Monday-Friday, 6:30am to 3:00pm or, 7:00am-:3:30 or, 7:30am-4:00pm or, 0800-4:30pm
Telework: ADHOC. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized experience is defined as manages the fleet vehicles, administrative experience such as tracking data, generating reports, managing databases. Experience managing budget and dealing with contracts.

Physical Requirements: Most of the incumbent's duties are sedentary in nature with occasional walking, climbing, stooping, bending and reaching as required
