This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard, District 13, Sector Columbia River, Marine Safety Unit (MSU) Portland, Portland, OR.

Duties

You will serve as the Marine Investigator and alternate Freedom of Information Act (FOIA)/Privacy Act Officer. The Marine Investigator serves as one of the Prevention Department's civilian resident sources for continuity of investigation program policies, technical issues, special program support activity and assists the Lead Marine Investigator, as the primary contact with other Federal, State and local law enforcement agencies related to marine investigations such as the Bureau of Ocean Energy Management, Regulation and Enforcement, Department of Justice; Federal Bureau of Investigation; Customs; Bureau of Alcohol, Tobacco, and Firearms, Department of Defense, Department of Labor's Occupational Safety and Health Administration and local maritime industry representatives.

Requirements

  • This position requires a Secret clearance.
  • Applicant is required to meet the physical requirements of the position.
  • The position requires a valid state driver's license.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • This position requires a National Agency Check with Inquiries (NACI).
  • A one-year probationary period may be required.

Qualifications

To qualify for the GS-12 grade level: You possess one year of specialized experience equivalent to at least the GS-11 grade level in the federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  Some examples of specialized experience are: Assisting in reviewing technical vessel design and construction plans to determine compliance with regulations; Assisting to resolve maritime vessel inspection controversies; assisting in identifying hazardous conditions and prescribed corrective actions; Reviewing the compliance of foreign passenger vessel safety management systems with the International Safety Management Code. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
