This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located with the Engineering and Construction Division. Serves as a Construction Control Representative responsible for an assigned function of surveillance of contract construction operations.

Duties

Work in coordination with the project engineer by performing a variety of office and field activities in support of construction control activities at the project site. Interpret plans and specifications and confers with contractor's representatives to resolve differences of opinion or interpretation pertaining to assigned construction work. Investigate the need for contract modifications, and coordinates with contractors to work out technical details; prepares engineering data for needed change orders. Plan, coordinate, and direct the activities of own and/or subordinate construction inspection personnel engaged in the surveillance and inspection of construction work at the project site.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A valid State motor vehicle operator's license may be required prior to appointment and maintain the license for the duration of employment may be required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience for the GS-11: One-year specialized experience which includes providing management advisory and technical services in relation to construction control; identify, evaluate, and recommend appropriate solutions to resolve construction problems; conduct quality control of construction project ensuring safety and related practices are met; Analyze construction phases to ensure compliance with contract schedules, specifications and shop drawings. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
