This position is located in the Bureau of Political-Military Affairs, Directorate of Defense Trade Controls, Office of Defense Trade Controls Compliance (PM/DTCC). The incumbent serves as a Senior Compliance Specialist facilitating the management and implementation of DTCC functions.
Duties
Serves as an expert on special projects, advising senior management and law enforcement agencies on foreign policy issues and national security implications of administrative compliance investigations.
Manages the registration of exporters, manufacturers, and brokers under Parts 122 and 129 of the International Traffic in Arms Regulations (ITAR), implicating compliance with U.S. export laws and regulations.
Develops and maintains a list of parties debarred and ineligible to participate in the export of defense articles and services under the ITAR for use by the Department and the defense industry.
Manages administrative compliance cases, enforcement procedures, and investigations and remedies, including facilitating administrative hearings to address civil charges involving export control violations and preparing consent agreements.
Reviews and proposes revisions to legal authorities to enhance clarity, accuracy, and effectiveness with respect to compliance concerns.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience advising senior management on investigations, criminal enforcement activities, and registration issues related to export control.
Experience reviewing and proposing revisions to legal authorities with respect to compliance concerns.
Experience identifying violations of export laws and regulations and rendering remedial action.
There is no substitute of education for specialized experience for the GS-14 position.
