This position is in Fort Collins, CO in the Animal Plant Health Inspection Services, Wildlife Services National Wildlife Research Center. The incumbent plans, organizes, directs, and reviews a wide range of facility and fleet related functions for NWRC employees.

Duties

The duties may include, but are not limited to: Develops, implements, and executes the facility’s support services program. Represents the Director on all matters pertaining to facility management. Provides advice to top management personnel on the best courses of action after evaluating design options for new construction and renovation at service facilities. Manages the physical security requirements for the facility. Ensures security assistant and all appropriate federal and local law enforcement personnel are advised of high- risk situations. Has responsibility for developing, implementing, and monitoring site specific security policy and procedures intended to safeguard the physical security of all site personnel. Prevents the unauthorized access to the site, equipment, and material; and safeguards property from damage or theft. Manages physical security countermeasures including intrusion detection devices and is the site liaison for the LincPass Federal ID badge. Ensures that applicable laws, regulations, policies, and overall agency goals are adhered to in the implementation of the facility branch. Serves as project manager on complex projects pertaining to facility management.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Work experience providing leadership and comprehensive technical support in the facility management and maintenance of multiple building types that have a variety of purposes, e.g. administrative buildings, maintenance shops, garages, labs, warehouses, etc. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects Conducting surveillance activities over construction and maintenance operations performed by a variety of employees and private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements Overseeing GSA leased and Agency owned fleet vehicles to ensure all mandatory reporting requirements are met and databases are efficiently maintained Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
