About the Position: The position is located with the US Army Installation Management Command, US Army Garrison, Fort Riley Resource Management Office, Program & Budget Execution at Fort Riley, Kansas.

Duties

Ensure that budget forecasts and budget execution conform to requirements, guidelines and financial objectives. Monitor program execution, adjusts distribution of funds in response to changes in funding availability or program emphasis, and ensures funds are allocated and obligated in accordance with plans, procedures, laws and regulations. Serve as an advisor to management and other concerned personnel on the technical and regulatory aspects of budget execution. Explain and implement procedures for identifying resources, prepares budget justification, presents milestones and costs, recommends reprogramming or prioritizing and evaluates validity of data compiled. Utilize the General Fund Enterprise Business System (GFEBS) to accomplish budget execution.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to obtain and maintain a Secret clearance.
  • This position requires DoD Financial Management Certification Program Level 2.

In order to qualify at the GS-09 level: Specialized Experience: One year of specialized experience which includes monitoring the status of funds, compiling, consolidating, and summarizing budget data to prepare budget estimates; recommending budget adjustments to resolve budget problems; AND utilizing an Enterprise Resource Planning (ERP) program such as General Fund Enterprise Business System (GFEBS) to accomplish budgeting assignment. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). In order to qualify at the GS-11 level: Specialized Experience: One year of specialized experience which includes providing advisory and management services on budgetary and financial management matters; utilizing an Enterprise Resource Planning (ERP) program such as General Fund Enterprise Business System (GFEBS) to accomplish budgeting assignment; AND conducting analyses to identify funding trends and to anticipate funding needs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
