The primary purpose of this position is to serve as a Quality Assurance Inspector/Counselor, inspecting and counseling on inbound and outbound personal property shipments of all modes. To approve/disapprove facilities, equipment and packing and crating services and storage of personal property by Transportation Service Providers (TSP) and contractors.
Duties
Inspect personal property shipments to ensure the contractor/agent/ Transportation Service Providers (TSP) has the proper packing material, personnel are qualified, and van and equipment are clean and proper containers arc used for household items.
Inspect the shipments for any damage, qualified carrier personnel, container conditions, and TSPs' equipment, upon notification of a delivery and take photographs when deemed necessary to support claims or as a result of TSP/contractor conditions, TSP/contractor equipment.
Counsel all authorized military and civilian employees of their entitlements for shipment and storage of personal property and privately owned vehicles, including specialized items, to domestic and overseas locations.
Prepare and process applications for transportation or storage of a wide range of personal property, and privately owned vehicles, including special items, of authorized civilian and military members.
Determine, advise, and consult with the members on personal property needs, considering authorized entitlements and amount of property to be moved.

- May occasionally be required to work other than normal duty hours, and overtime may be required
- Work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
- Work may require lifting not to exceed 50 lbs.
- Work requires long periods of sitting while driving and require some physical effort, such as standing, walking, and bending.
- Must satisfactorily complete a pre-employment physical before entrance on duty, unless otherwise exempt

- Work is performed outdoors under various climate conditions, such as rain, snow, heat, etc., in vehicle, warehouse and in an office environment. Observes normal safety precautions
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Group Standard for Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-06 level which equipped the applicant with the knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position of Transportation Assistant (Quality Assurance). Specialized experience is experience which gained while providing support to ensure that proper procedures, materials and care is used to protect personal property during packing, loading, movement, unloading and unpacking and assist in counseling members regarding their entitlements for shipment and storage of personal property, including special items, and prepare and process transportation applications.

EDUCATION: One full year of graduate education in a related field. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of a Transportation Assistant. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT AT THE TIME YOU APPLY.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of transportation policies, practices, and techniques to include knowledge of personal property movement, personal property entitlements, carrier industry practices, international, state and local laws, and operations for shipping and storage within the transportation function.
2. Knowledge of different instructions, regulations, directives, local operating procedures, and governing entitlements, concerning shipment and storage of personal property to run and track a quality program.
3. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, and databases.
4. Skill in fact-finding, problem analysis, problem resolutions, and development of solid action plans to resolve problems and respond to a range of questions from customers, government agencies and commercial Transportation Service Providers (TSPs).
5. Knowledge of safety and security regulations, practices with the ability to communicate effectively, using tact and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
