You will serve as a Health System Specialist providing staff assistance in any area under the direction of the Associate Director for Operations. Providing support to specific medical center programs as well as planning, projects and overall management. This position is located in the Associate Director of Operations Office at the Iowa City VA Health Care System.
Duties
Duties include, but may not be limited to the following:
Providing full and complete support to the executive team in the planning, coordination, analysis and execution of administrative policies, programs.
Serving as an advisor on matters related to the internal and external operations of the Iowa City VAHCS.
Serving as staff support to the executive team members on a wide variety of projects.
Representing executive leadership at meetings when necessary, completing follow-up assignments as appropriate.
Designing analytical methods and detailed study procedures, deviating from conventional practices to the extent required by the study.
Work Schedule: Monday - Friday 07:45am - 4:15pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
You must also meet the Individual Occupational Requirement as stated below:
Undergraduate and Graduate Education: You must have undergraduate and graduate education with a major study in: hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration
OR
General Experience: Work that required a knowledge of the basic principles and practices related to the management of a health care delivery system. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system.
OR
Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
AND, also meet the specialized experience below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Developing and implementing both short and long term plans and policies;
Collaborating with Administrative Departments to develop and execute strategic business plans, annual budgets and other resource allocations; Planning, coordination, analysis and execution of administrative policies, programs;
Independently initiating and coordinating special projects and reviews providing valuable insight into work operations;
Working on committees and other cross-disciplinary teams to coordinate the work efforts of a large number of parties and ensuring follow through.
There is no educational substitution for the GS-12 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
