You will serve as a FOREIGN AFFAIRS SPECIALIST for the OFFICE OF THE DEPUTY Under SECRETARY OF THE NAVY.

Duties

You will analyze and evaluate issues related to international affairs, engagement and security cooperations. You will extensively coordinate efforts across Executive Departments, OSD Policy, Joint Staff, Defense Attache, State Department and other government agencies on defense and foreign policy and for senior leader engagements. You will have a strong background in policy and plans development at the Federal, Department, Service-levels, and development of papers and briefing material to support senior leaders' decisions and engagement. You will have a strong communication in writing and orally at the senior level (General Officer, Flag Officer and Senior Executive Services). You will have understanding in variety areas to international relations, international maritime security, security cooperation policy, and regional developments including security, economic, and political decisions which affect the DON. You will participate in working groups at the Major Command, Service, Department of Defense or federal agency equivalent.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • In accordance with DoD Instruction 5132.15 “Implementation of the Security Cooperation Workforce Certification Program”, incumbent must meet DoD SCW certification requirements applicable to the duties of this position.
  • Basic-level Certification. One year to complete all required basic-level courses. Note that all SCW members require at least basic-level certification.
  • Intermediate-level Certification. One year to complete basic-level courses and 2 years to complete all required. Intermediate-level courses (3 years total).
  • Executive-level Certification. Three years to complete all required executive-level courses.
  • Incumbent of this position is required to comply with all Department of Defense and Defense Security Cooperation Agency requirements of this certification program.
  • Failure to obtain DoD SCW certification within the required time may subject the incumbent to adverse action.
  • Incumbent is required to maintain 20 hours of Security Cooperation professional development continuous learning every two-year period to maintain good standing in the DoD Security Cooperation Workforce Certification Program.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing and evaluating international affairs and/or security cooperation affairs; AND planning, managing, and/or executing defense and foreign policies; AND formulating papers or briefing materials to support senior leader's decisions and engagement. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
  1. Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

    or

  2. Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.

    or

  3. Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
