You will serve as a SUPERVISORY ACCOUNTANT in the Ship Repair Division (Code 622), of the Finance Department (Code 600) of MID ATLANTIC REGIONAL MAINTENANCE CTR.

Duties

You will ensure integration of accounting systems. You will perform reviews, special studies, and selective examinations of finance and accounting to improve operating program effectiveness. You will plan and assign work to subordinates based on priorities, difficulty of assignments, and capabilities of employees.

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying fiscal law, policies, regulations, principles, standards, and procedures to financial management activities. Experience utilizing integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity. Experience managing, allocating and monitoring financial resources in compliance with laws, regulations, and policies, with sufficient transparency and appropriate internal controls to ensure these resources are efficiently applied to meet organizational goals and objectives, while considering the Federal Government's fiduciary duty to the Nation. Experience identifying and analyzing problems; weighing relevance and accuracy of information; generating and evaluating alternative perspectives/solutions; making timely/effective recommendations, based on potential implications of findings or conclusions. Critically evaluating to identify the causes of problems, and chooses courses of action that balance the interests of the mission and stakeholders. Experience analyzing, evaluating and reviewing accounting data and reports using business tools and applications, and performance metrics to provide recommendations. Experience demonstrating ability to clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences. Experience conveying written information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling. Experience planning and assigning work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees; establishes performance standards and evaluates performance; makes selections for vacant positions; hears and resolves employee complaints; finds ways to increase production; and supports the equal employment opportunity and affirmative action programs of MARMC. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

A: Degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.

-OR-

B: Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
