This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Refugee Resettlement, located in Carrizo Springs, Texas, Greensboro, North Carolina, and Pecos, Texas. Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. Duties

Leads business activities and activation, operation, and demobilization of an Influx Care Facility (ICF). Provides leadership to ensure personnel on an Influx Care Facility are focused and synchronized, resources are used efficiently, and personnel are energized and motivated. Serves as the focal point for communication and technical support between an Influx Care Facility and headquarters teams. Works in close collaboration with the assigned Division of Planning, Logistics Liaison Officer, Senior Site Official Supervisor, and the Deputy Director for Response to help resolve any systemic needs identified on the site. Works in partnership with Force Management Cell (FMC) to ensure continuity of operations by providing technical assistance and training for detailees. Evaluates and observes contractual performance in coordination with the Contracting Officer's Representative and other stakeholders. Evaluate Standard Operating Procedures (SOPs). Collaborates with the LNO to build and foster collaborative coordination among internal and external stakeholders. Serves as ICFs primary point of contact for headquarters, manages site operations, including communication and coordination with relevant contractors and the Contracting Officer's Representative (COR), overseeing site operations, providing leadership to the onsite team of federal staff and detailees, and providing regular reporting to leadership on the status of an ICF.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below: Managing the administrative and/or operational activities of care facilities; Maintaining and/or improving internal controls, administrative procedures, and/or systems of care facilities; Developing and/or establishing policy and procedure manuals, operational priorities, and outcome-based goals of care facilities; Reviews and approves or disapproves all requests that obligate resources ensuring alignment with the goals and objectives of unaccompanied children's programs; Directing general day to-day operations that include planning work to be accomplished and/or setting priorities for subordinates.
