This position is part of the Office of International Affairs, Department of Energy. As a Junior Policy Advisor, you will be responsible for facilitating communications and public relations between senior level officials, members of Congress, and the public.
Duties
As a full performance level GS-13, Policy Analyst you will:
Develop high level policy guidance and instructions, formulate, present, and execute long-range or special assignments for a variety of program activities.
Maintain office schedule and plans for potential travel requirements, social obligations, and major events for higher level management.
Prepare correspondence for meetings, briefings and social obligations with internal and external stakeholders.
Provide counsel on significant matters affecting the agency through a variety of communication tools.
Review current programs and projects, identifies potenital problems, and prepares recommendations for prentive measures.
Requirements

- GS-11 grade level: Subject to the appropriate background investigation to determine suitability or fitness for federal employment. Continued employment is contingent upon favorable adjudications of periodic reinvestigations, if applicable.
- GS-12 to the full promotion GS-13 grade level: Obtain and maintain a Q security clearance. Failure to obtain and maintain the required security clearance may result in the withdrawal of a job offer or removal.
- For the GS-12 to the full promotion GS-13 grade level: Drug Testing: This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing and thereafter. No drug test at the GS-11 grade level.
- A one year probationary period may be required.
- This position is not included in a Bargaining Agreement.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS:
For the GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-09 in the Federal service. Specialized experience for this position is defined as meeting 2 of the 3 of the following:
Researching and drafting reports and correspondence;
Managing administrative assignments including senior staff calendars and event schedules;
Reviewing responses, reports, and memoranda on behalf of the organization.
OR
Successfully completed a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or a LL.M., if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the umber of hours of related courses required, as a proportion of the total education, is prorated.

For the GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting 2 of the 3 of the following:
Supporting in the preparation of written materials, briefing papers, and memoranda for senior officials to include meetings, speeches, and interviews;
Supporting in the preparation of responses to Congressional, press or other public inquiries;
Establishing and maintaining effective working relationships at various organizational levels in developing and disseminating coordinated messages that address organizational programs.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher).

Education
If substituting education for specialized experience you must submit proof of your qualifying education. Failure to provide college transcripts may result in a rating of 'Ineligible'. Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
