About the Position: This position is located at National Guard Bureau, PEC Services Division, Camp JT Robinson, Arkansas. Camp Robinson is home to the Professional Education Center and its 75-acre campus consisting of 25 buildings and a total staff of approximately 420 military, civilian contractor personnel.
This position is an obligated and term position Not-To-Exceed 13 months and may be extended in one year increments up to a maximum of eight years.
Duties
Determine appropriate upgrade/replacement of dining facility equipment.
Review contractor's performance in order to determine if work is in compliance with contract requirements and terms.
Analyze administrative records in order to determine the propriety of contractor performance and timeliness.
Provide responses to requests from contractors on changes, additions, or deletions of existing government equipment and facilities.
Prepare the contract's schedules, reports, records and other technical data to be reviewed for acceptability by the Contracting Officer.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a mission essential position. This includes states of emergencies due to inclement weather conditions, or other emergency situations, as directed.
- Incumbent will be required to work non-standard hours (early mornings, evenings, weekends) to provide appropriate oversight of the dining facilities.
- Occasional travel is required (not more than 5%).
- This position is obligated.
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: assist in the development of Statements of Work (SOW) for new and existing contracts; utilize techniques for food/dining service operations to identify problem areas and recommend corrective actions; and review contracts for compliance and quality to provide proposals of changes to leadership. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
