Duties
This position shall be located in the VA Desert Pacific Healthcare Network Offices (VISN 22) in Loma Linda, CA. The VA Desert Pacific Healthcare Network Office (VISN 22) is seeking a highly experienced physician leader to serve as the Medical Officer. VISN 22 provides healthcare services to nearly 514,740 Veterans through an integrated system of eight Joint Commission accredited hospitals, of which seven are complexity Level-1 facilities and one is a complexity Level-3, 14 Multi-Specialty Community Based Outpatient Clinics (CBOC), 40 Primary Care CBOCs, and 2 Residential Care Sites. VISN 22 operates under a Service Line and Integrated Services collaborative organizational structure where Service Lines and Integrated Services use a formal system to disseminate exemplary practices, coordinate care, conduct strategic planning and integrate the delivery of health care throughout the desert Southwest.
The Medical Officer reports to the VISN Director and serves as the VISN officer responsible for clinical operations. As such, he/she functions as a member of the senior management team, applying solid health care administration skills and innovation to ensure that resources are directed toward providing high quality, cost effective care. Service delivery is provided in concert with the highest professional standards and in keeping with best practices of the health care industry. Noteworthy functions include:
Serve as advisor for all clinical operations in the Desert Pacific Healthcare Network
Coordinate strategic planning efforts for health care delivery with effective business planning to assure maximum health care quality and effectiveness
Serve as professional liaison of the VISN to the Department of Veterans Affairs, Federal facilities, the community, affiliates, media, congressional offices, and constituent organizations fostering a culture of excellence
Ensure continuous improvement relative to the quality, value and access of health care services, consistently promoting the principles of a Highly Reliable Organization (HRO)
Ensure accountability for meeting VISN performance goals and standards
Promote cooperation and compliance with Department regulations, Federal and State laws, medical staff bylaws, Joint Commission standards, etc., as applicable to the individual, profession or facility
Achieve corporate objectives in quality of services and programs throughout the VISN as evaluated by internal indicators, regulatory reviews and accreditation, and patient satisfaction data
Based on availability of funding, the applicant selected for this position may be eligible to apply for an educational loan reimbursement award under the provisions of the Education Debt Reduction Program (EDRP), a student loan reimbursement program. The final award amount, up to $200,000, and eligibility period is determined by the VHA EDRP office.
Work Schedule: Monday through Friday 8:00 a.m. - 4:30 p.m.

Requirements

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Education for the year in which the course of study was completed.
Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.
Proficiency in spoken and written English.

First-Year Residency (Internship): Completed a first-year residency, or its equivalent, approved by the Secretary of Veterans Affairs for the year in which it was completed. For a VA resident, the appropriate Deans Committee and Resident Review Board may recommend appointment on the basis of the candidate's acceptability for residency training. Approved residencies are:
Those approved by the Council on Medical Education and Hospitals, American Medical Association, in the list published for the year the residency was completed, or
Other residencies or their equivalents which the Professional Standards Board determines to have provided an applicant with appropriate professional training. The Board may determine that the residency requirement has been met if the candidate has completed 1 year of postgraduate education
Preferred Experience:
Additional academic achievement such as a Master's in Business or Healthcare; Bachelor's Degree in Business or Healthcare; or Board Certified in a specialty
Three or more years as a Chief of Staff, Healthcare Administrator, Healthcare Program Manager, or Health information Officer
Lead the successful design and implementation of clinical protocols
Provide an experienced, clinical perspective to project workgroups & identify and engage other clinicians where necessary to augment own area(s) of subject matter expertise
Champion the roll-out and transformative use of a regional population health management system with an emphasis on clinical change management.
Facilitate the development of relationships with network partners to effectively implement evidence-based clinical protocols and pathways. Requires the ability to collaborate, listen, and persuade others in executing strategic initiatives.
