Duties

(...Cont'd from Summary) Provide translation services from Spanish to English and English to Spanish ranging from technical and international subjects to administrative matters in support of System of Cooperation Among the American Air Forces (SICOFAA) and partner nation relations. To provide oversight of funds used to support the Conference of the American Air Chiefs (CONJEFAMER) and other international committee meetings. Duties: Plans, manages, and coordinates a variety of special events between high-ranking officials and distinguished persons or groups representing international governmental agencies. Coordinates and prepares for 6 International Committee meetings, 1 pre-planning and evaluation board (PREPLAN) and the annual Conference of the Chiefs of the American Air Forces (CONJEFAMER). Accomplishes office management and support function requirements. Performs duties as Disbursing Agent.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for the GS-1040, Language Specialist Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Spanish, English and some knowledge of Portuguese. Knowledge of the principles, practices, techniques and methods of written and oral communication in both Spanish and English and interpersonal relations. Skill in translating to read and understand the material in one language and be able to transfer it into the second language. Skill in writing and to accurately reflect the intent and meaning of the original material. Skill in post­ editing and translating work independently making decisions involving the meaning of terms. Knowledge of history, idiosyncrasies, current conditions, cultural and linguistic peculiarities of each country whose Air Force is associated with SICOFAA to make appropriate judgments on sensitive issues. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact. Knowledge of DOD, Air Force and business protocol functions necessary to support a large volume of official visits by military, foreign dignitaries, civilian dignitaries from local, State, United States, private industry and foreign governments. Extensive knowledge of various installation and foreign area support activities in order to independently plan, execute and modify Distinguished Visitor or ceremony support requirements. Extensive knowledge of numerous fo1mal/informal ceremonies and functions in order to provide guidance and advice on correct protocol procedures and foreign area common courtesies. Knowledge of laws and instructions governing the use of Official Representation Funds in order to manage expenditures and ensure accountability and ethical use of official mementos. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit copies of transcript. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of transcript. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledges, skills, and ability to communicate orally and in writing in English and Spanish and interpret difference in language use throughout Latin America. 2. Knowledge of military and diplomatic protocol regulations, policies and practices. 3. Knowledge and general understanding of Air Force and major command programs and policies related to SICOFAA. 4. Knowledge of a wide variety of budgetary methods, practices, policies and procedures. 5. Knowledge of numerous formal/informal ceremonies and functions and of local custom and courtesies practiced in each of the countries in the AOR. 6. Ability to communicate effectively, to gain cooperation from others through tact and diplomacy in Spanish and ability to provide guidance/information to a wide range of civilian and military personnel on routine and unique protocol issues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
