The Supervisory Healthcare Engineer (HCE), Major Projects, ensures a safe, reliable, operating environment for direct patient care through management of a planning, design and construction program to build and renovate hospital and support environments. Supervisory HCEs serves as an expert in the design of the medical care environment, including all hospital building features, automated building management and environmental control systems, and critical utility systems.

Duties

Major duties include but are not limited to: Engineering and Project management Administration This position is responsible for the planning, organizing, directing, evaluating, and management processes for the Major Project Section in the Office of Facility Planning and Development (OFPD) that includes setting qualitative and quantitative standards. This position provides professional and technical guidance and direction and review of assigned programs, including professional engineering work in several disciplines, such as architecture, civil engineering, energy engineering, electrical engineering, mechanical engineering, structural engineering, environmental engineering, fire safety and safety engineering. Additionally, works closely with biomedical engineering and the National Acquisition Center (NAC) in the coordination of complex equipment installations. Within Major Projects Section, the Supervisory Healthcare Engineer manages human resource functions such as hiring, performance, training and development. Engineering/Architectural and Construction Oversite This position receives administrative direction from the Chief Engineer Major Projects with assignments in terms of broadly defined project related functions. Using professional engineering staff and/or consultants to supplement his/her skills, the Supervisor Major Projects provides a complete professional project engineering service to meet the needs and requirements of the medical and administrative staff of the Medical Center. Research, Analysis and Budgeting/Financial Management Researches and/or analyzes problems, issues, or program requirements related to all areas of the facility and all facets of Major Projects Section. Provides expert analysis and advice for complex program issues. Based on operations and changing program requirements, identifies relevant issues. Collects relevant information from many varied sources, some of which are difficult to access. Devises new analytical techniques to evaluate findings. Makes authoritative recommendations. Researches and provides technical recommendations pertaining to a wide-range of national codes and standards including but not limited to the National Fire Protection Association (NFPA), OSHA, TJC, EPA, Centers for Disease Control and Prevention (CDC) and National Institute for Occupational Safety and Health (NIOSH). Project Oversight Incumbent is in the Office of Facility Planning and Development (OFPD), Major Projects Section. Incumbent is responsible for all phases of VAPAHCS' major construction/major lease project activities. Incumbent supervises seven GS-13 project managers, each of whom is responsible for planning, programming, design, FF&E programming, building activation, building commissioning and transition planning activities for VAPAHCS' major construction/major lease projects. Activation Coordination Incumbent is responsible for oversight and implementation of all major construction/ major lease building activation funding estimated collectively at $120 million. Incumbent oversees all FF&E planning and procurement, warehousing, staging and the eventual installation of all VA furnished, VA installed (VV) and VA furnished, contractor installed (VC) non-recurring activation items. Incumbent coordinates with VA facility planning, engineering, logistics, OIT, contracting, and the respective services and section chiefs to successfully activate all major project facilities. Quantitative Analysis Incumbent completes both qualitative and quantitative analyses and feasibility studies. Incumbent develops budgets to support all recurring and non-recurring activation activities, including the development of a proposed staffing matrix and transition plan for each project. Budget will identify resource requirements required to effectively procure, install and activate these new facilities Report and Presentations Incumbent develops executive level reports and presentations. These reports and presentations will be highly visible and shared with executive leadership and external stakeholders. Effective communication and public speaking are a required proficiency. Incumbent must possess exceptional writing skills. Incumbent must possess a strong proficiency using the following software applications to include, but not limited to, Access, Excel, Power Point, MS Project, MS Word, BIM, Attainia, Revit and AutoCAD. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; OR Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; OR Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico. *Grandfathering Provision. Under How to Apply Foreign Education. To be creditable, engineering, architecture or related education completed outside the U.S. must be submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to a Bachelor's degree as outlined under education. Physical Requirements. May be required to undergo and pass a pre-employment physical and Occupational Health Service requirements. English Language Proficiency. Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U. S. C. 7403(f). Grade Determinations:GS-13ExperienceOne year of experience equivalent to the next lower grade. Knowledge, Skills, and Abilities In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs: (a) Knowledge of data analysis techniques related to managing workload, quality, performance and productivity within the area of responsibility. (b) Knowledge related to the management of overall department resources, (i.e., finances space, equipment, supplies, schedules and staffing) at the local level. (c) Knowledge of the full range of supervisory duties, which include responsibility for assignment of work, performance evaluations, selection of staff, training and development, recommendation of awards, advancements and disciplinary actions. (d) Skill in using effective communication in managing interpersonal relationships, leading and dealing with employees, team leaders, labor representatives and managers. (e) Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems and develop and implement effective solutions that result in efficient operations. (f) Ability to draft and/or recommend local policies and/or directives related to healthcare engineering management. (g) Ability to recognize and assess evolving scenarios, utilizing initiative, self-direction and assigned resources to affect resolutions. Assignment For all supervisory assignments above the full performance level, the higher-level duties must consist of significant scope, complexity, difficulty, range of variety and be performed by the incumbent as a major duty at least 25% of the time. The incumbent must supervise staff for at least 25% of the time, administratively and technically at the full performance grade level or below. At this level, Supervisory Healthcare Engineers are assigned at the facility level, supervising professional engineers and other support positions at GS-13 equivalent and below. Supervisory Healthcare Engineers exercise the full range of supervisory responsibility to include development of performance standards and performance evaluations; recommendations for appointment, awards, advancements, and when appropriate, disciplinary actions; and identification of continuing training needs, etc. They provide complex professional engineering advice to peers, subordinates and/or non-professional administrators/managers. They review or direct the review of technical plans, specifications and analyses of design as submitted by subordinates. Supervisory Healthcare Engineers provide professional advice to improve such plans, specifications and analyses. They direct necessary changes and furnish assistance as required. They advise subordinate personnel on methods and procedures to be used in special studies on highly complex projects. Supervisory Healthcare Engineers oversee subordinate professionals' work. They are the technical authority, providing expert advice pertaining to the maintenance of facilities, structures or landscapes that may involve large geographic regions. Supervisory Healthcare Engineers review subordinates' activity plans, specifications and cost estimates for technical adequacy and feasibility. They oversee maintenance standards for advanced equipment or systems technology. Supervisory Healthcare Engineers provide for the budgeting and financial management for engineering. They supervise a staff to accomplish the construction work and maintenance of the organization. The actual grade at which an applicant may be selected for this vacancy is GS-13. Physical Requirements: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. The Superviso1y HCE must also work outdoors in all types of weather. There may be occasional exposure to moderate risks or discomforts in storage areas or hazardous waste sites. The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, and carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle.
