About the Position: Serves as Lead Civil Engineering Technician (CET) with responsibilities at Pomme de Terre and Stockton Projects. Works under the general supervision of the Operations Project Manager and is responsible for providing planning, coordination, and high-level technical support for construction, contracting, or maintenance programs.

Duties

Writes detailed technical specifications, which completely describe work to be accomplished, and/or results to be achieved for small maintenance/construction contracts and all service contracts. Prepares detailed drawings, typical sections, or other work plans for use by contractors in performing various construction, maintenance, or renovation tasks. Creates plans and specifications to form a complete package so that contractor (construction or service) may reasonably prepare bid without additional information. Prepares detailed cost estimates including material and labor quantities, which serve to determine reasonableness of contractor bids. Reviews new contract drawings and specifications for bid solicitations and contract administration. Reviews solicitation packages to insure that all applicable special clauses are appropriate for the project/installation. Perform coordination and participation in the RFP/RFQ development/contractor selection and post-award tasks for Design-Build construction service and supply contracts. Develop complete solicitation packages including Performance Based Work Statements for solicitation. Serves as the Office's coordinator and liaison person between the project, contracting division and the contractor. Checks/analyzes submittal registers, shop drawings, certifications, warranties, insurance, bonds, materials, etc. to determine conformance to contract requirements, including dimensions, tolerances, clearances, fits, finishes and materials. Completes all contract administration actions necessary to fiscally close out construction, service and supply contracts within established time standards.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to lift up to 50 lbs.
  • Position requires a pre-employment and annual physical evaluation.

GS-09 Specialized Experience: One year of specialized experience which includes experience assisting the contracting officer during negotiations of the deliver orders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08 or above). GS-10 Specialized Experience: One year of specialized experience which includes experience in one of the following: a draftsperson, surveying technician, construction estimator as a technician. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09 or above). GS-11 Specialized Experience: One year of specialized experience which includes experience reviewing construction contract clauses in regards to the Federal Acquisition Regulations (FAR); performing contract administration to include government quality assurance and quality control; contract modification preparation (including the preparation of the Independent Government Estimate (IGE), the pre and post negotiation memos); AND experience reading construction drawings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted for the GS-09, 10, 11 level. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementCustomer Service (Clerical/Technical)Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-08 for GS-09; GS-09 for GS-10; GS10-for GS-11).
