Incumbent serves as the VARO Training Manager. The Training Manager plays a key role in the development and maintenance of a training infrastructure for the RO by enhancing effectiveness and consistency of training, enhancing the network of training communication, reducing duplication, enhancing economy of scale, and serving as the POC for nationwide training initiatives. The incumbent serves as an advisor to the Director of the regional office on training needs in the regional office.

Duties

The Program Specialist (Training Manager) serves as the VARO Training Manager. The position is in the Office of the Director and serves as an advisor to the Director of the regional office on training needs. Review, analyze and evaluate division reports and statistical data, to include such items as workload, productivity, effectiveness, FTE and budget, and SAOs in order to advise management on trends, out-of-line situations and anticipated training needs. Communicate findings, results and recommendations, both verbally and in writing to management. Conduct studies to determine immediate and long range training needs and priorities. Prepare reports of all training planned and accomplished for the RO. Analyze data to determine training needs. Coordinate the implementation, maintenance and update of centrally developed mandatory developmental and technical training programs. Maintain an inventory of RO training assets and advises on how those assets can be effectively used and updates to achieve training objectives. Provide technical support in developing the RO Annual Training Plans and reporting on implementation of the plans. Provide technical support in developing the RO Annual Training Plans and reporting on implementation of the plans. Answer inquiries about training opportunities, availability and eligibility. Arrange for instruction, prepare reports, and help facilitate courses. Facilitate a local leadership development program, scheduling, coordinating and overseeing the program. Monitor timeliness of participant activity completions. Plan the information to be delivered, types of media to be used, designs and/or procures audio-visual materials. Assign training to employees in Talent Management System; manage user accounts and coordinate technical support. Develop, update and implement internal procedures, training plans, course materials and methods. Acquire, provide and update training information. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11 level. Note: You must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing that you are in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade. General Adjustment and Award SF-50's cannot be used for time-in-grade verification purposes. You may qualify based on your experience as described below: Specialized Experience: You must have at least one year of specialized experience equivalent to at least the GS-11 grade level in Federal Service. Specialized Experience is defined as experience in four or more of the following: (1) Experience analyzing and evaluating reports; (2) Administering a training program; (3) Development or review of training/course materials, aids, devices, etc., and evaluation of training results; (4) Work in the occupation or subject-matter field of the position to be filled that required training or instructing others; and (5) Effective communication skills across various audiences. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items such as papers or books. No special physical demands are required to perform the work.
