The primary purpose of this position is to provide expert consultative advice; isolate and define unknown conditions; develop new approaches based on theories, and thereby resolve critical problems. Position is responsible to perform as the scientific & technical advisor to the Detachment 6 Commander.

Duties
Provides in-depth technical review using a broad range of engineering expertise to make recommendations, and provides a "stamp of approval" on all test related documentation generated, coordinated or reviewed by DET 6.
Provides long-term organizational consistency, technical leadership, policy advice and guidance to the DET 6 Commander and other members of the organization in the application of engineering/scientific concepts and management principles to all aspects of operational test and evaluation under their purview.
Provides representation for the organization on a variety of internal and external panels, working groups, boards, etc., to address high level AFOTEC, Air Force, multiservice and/or DoD issues such as OT&E policy, methodologies, personnel, and memorandums of agreement.
Provides technical interface, information exchange, policy consultation, and specific program support between organizations within AFOTEC, including the chief scientist, directorate technical advisors, detachment technical advisors, operating locations chiefs, evaluation teams, and test teams.
Provides leadership, as the senior civilian in the evaluation team, for all civilian personnel actions, training, mentoring, and career guidance.

- An advanced degree in related engineering, science, operations research, or other appropriate degree, is highly desirable.
- Work frequently requires travel away from the normal duty station.
- Since this position requires a substantial knowledge of real-world tactical aircraft operations, although not a requirement, prior military tactical aviation experience may be advantageous for the incumbent to have.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, General Engineering Series 0801.
BASIC REQUIREMENT:
Education: Degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes working knowledge of widely used fighter employment models and simulations such as BRAWLER, SUPPRESSOR, VSWE, JIMM, and EADSIM, and associated organizations such as AFSAA, MSIC, AFIWC, at a level sufficient to engage in discussions of modeling and simulation requirements necessary to properly guide OT&E planning and augment OT&E "open-air" test execution; knowledge and skill sufficient to design and execute plans involving the combination and synthesis of data and information from disparate sources into an integrated evaluation of the operational capabilities of F-22 fighter aircraft; examples of data/information sources include open-air test results, outputs of digital simulation models, results from hybrid simulation facilities, and contractor/government-conducted developmental testing; knowledge and skill sufficient to ensure user operational requirements, operational concepts, and accepted aeronautical engineering and design principles are adequately considered in test planning, execution, analysis, and reporting; knowledge and skill sufficient to review and comment expertly on test plans, statements of user requirements and reports from other agencies concerning DT&E and OT&E of advanced fighter aircraft systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Professional knowledge of a broad range of engineering and operational research disciplines, concepts, principles, and practices. Professional knowledge of a broad range of test and evaluation disciplines, concepts, principles, and practices. Professional knowledge of operational test and evaluation organization and structure, concepts, principles, practices and applicable code, regulations, policy, and issues. Professional knowledge of organizational concepts and principles.
Knowledge of officer, enlisted, and civilian personnel regulations, procedures and practices. Knowledge of programming, planning, and budgeting system and financial management and controls. Knowledge of data instrumentation and analytical methods as they relate to the testing of military systems and associated systems and subsystems. Knowledge of the acquisition system, including the operational requirement development process, the role of test and evaluation, and the impact of developmental initiatives. Knowledge of training, professional development and certification process as they apply to organizational staffing. Operating knowledge, experience, and skill with fighter aircraft operations and related systems.
Skill in oral communication sufficient to present sensitive information/recommendations, explain the requirements of the directorate and gather and disseminate information for presentation.
Ability to research, analyze, and interpret high level guidance and regulations of general nature and determine their applicability and impact to the organization and its operations. Ability to plan and organize the workload of the organization and its officer, enlisted, civilian, and contractor members. Ability to interact and operate effectively in an environment consisting of personnel from diverse backgrounds, qualifications, and organizations.
Ability to communicate both orally and in writing. Ability to hold a top-secret clearance with access to special compartment information.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
