The primary purpose of this position is to install, modify, splice, troubleshoot, and repair underground and buried copper, (to include Local Area Network Category 5 cabling), coaxial, and fiber optic telecommunications cable system and perform preventive maintenance on the system to include antenna systems. Operates engineering equipment and motor vehicles up to 2 ½ tons

Duties

- Installs, maintains and modifies copper, coaxial, fiber optic and local area network (LAN) cable systems. - Installs, removes, maintains, modifies, troubleshoots and repairs ground-to-air communications systems including UHF, VHF and microwave antenna and communications equipment. - Monitors, analyzes and troubleshoots copper, coaxial, fiber optic and LAN cable systems. - Uses and maintains standard hand-tools and a variety of electronic test equipment such as volt-ohm meters (analog and digital), fault locators, open-fault locators, electronic time-domain reflectometers, Dynatel, and optical time-domain reflectometers used in cable/antenna duties. - Independently reviews work orders and installs or performs repair actions on UHF, VHF and microwave antenna systems to include copper, Fiber Optic and LAN communication systems.

  • Requires a valid motor vehicle operators license for each type of equipment operated.
  • This is a Testing Designated Position. The employee is subject to random drug testing (IAW AFI44-107, April 2010).
  • Leave accrual may or may not be authorized upon request.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-2500 Wire Communications Equipment Installation and Maintenance Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is ability to do the work of a WIRE COMMUNICATIONS CABLE SPLICER without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of telecommunications cable principles and trade practices in the installation, maintenance, splicing, modifying, troubleshooting, testing and repair of copper core, coax, fiber optic, LAN and waveguide systems. Knowledge of telecommunications cable principles and trade practices to maintain, install, repair and splicing of various types of coaxial cables and wave-guides as well as skill in installing, removing, maintaining and troubleshooting antenna systems. 2. Knowledge of electrical and light-wave communications on buried and underground copper core, coax and fiber optics communications, LAN systems and knowledge of electrical and light-wave communications of copper core, coax and fiber optic splicing, splicing diagrams, techniques and sealing cables. Knowledge of all types of coaxial connectors to install connectors in place on equipment 3. Knowledge of LAN systems, characteristics and transmission, and the installation, termination, troubleshooting and repair of category 5 cable and associated hardware. 4. Knowledge of the operation of locating buried cable faults, identifying causes of deterioration on cable transmission and tracing buried cable. 5. Ability to use, update and process engineering and installation drawings. Ability to process AF Form 103, digging permits. 6. Ability to use standard hand-tools and a variety of electronic test equipment test equipment. Ability to obtain and maintain valid driver's license/operator permits as required to operate heavy equipment and motor vehicles up to 2 ½ tons such as back hoes, tractors with front-end loaders, trenchers, cable reel trucks, cable trailers and low-profile trucks. Knowledge of safety regulations, procedures and precautions related to confined space procedures, oxygen deficiency and enrichment, toxic and explosive gases; and rescue procedures for subterranean environments, and electrical shock and burn treatment. Knowledge of rigging techniques and knot tying (i.e., bowlines, square knots, clove hitch, figure eight). Knowledge of antenna characteristics and electronic principles to install, remove, maintain, troubleshoot and repair ground-to-air and ground-to ground communication systems including HF, UHF, VHF and microwave antenna and communications equipment. Knowledge of electrical fundamentals to troubleshoot antenna problems. Physical Effort: The work requires walking long distances, reaching, climbing, stooping, kneeling, lifting up to 50 lbs. (tools, cable, and test equipment) without assistance and 200 lbs. (manhole covers) with assistance, working in cramped spaces, and digging dirt. May be required to climb from 30 to 250 feet to augment antenna maintenance. Employee must be free of fear of confined spaces and heights. Working Conditions: Work is performed in confined spaces below ground, in trenches, in subterranean structures, and under floors. Works inside and outdoors in all types of weather. Subject to body, hand and eye injuries from tools and materials used. May work in areas where noise from back-hoes, generators, and trenchers; hazardous fumes from paint and solvents; explosive/toxic gases and lack of oxygen hazards from underground work areas; and electric shock and burns from high and low voltages in communications electronics circuits exist. Work requires the employee to follow prescribed safety practices and uses safety equipment such as earplugs, face shields, respirators, gloves, hard hats, glasses and safety shoes. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
