This position is a Cartographer, GS- 1370-7/9 working in Bloomington, MN for the R3-Division of Realty.
Duties
As a Cartographer your duties will include, but are not limited to, the following:
Assists in the implementation and maintenance of a Geographic Information System (GIS) for the regional Refuges Realty program using computer hardware, software, and peripherals to acquire, collect, compile, transform, apply, and present cadastral, biological, natural resource, and other geographic data using GIS and Global Positioning System (GPS).
Creates and maintains data in GIS databases and updates spatial features and associated attributes in a GIS database from other forms of spatial data or AutoCAD.
Applies established technology in routine ways to well-defined, moderate sized physical science projects, but also works in support of larger projects using less established technology. Operates GIS hardware including computers, plotters, and data back-up devices; maintains this equipment as necessary; orders supplies to support the use of this equipment.
Reviews and enters GIS data into GIS databases. This includes assisting in updating GIS data sets, updating metadata for GIS data sets, and performing quality assurance on relational databases.
Assists in providing GIS data to the Service and the public. This includes preparing GIS data archives for delivery on the internet, creating GIS data packages and web services, and assisting in managing internet data servers.
Creates metadata to document the sources and procedures used in data collection, compilation, transformation, application, analysis, and presentation.

Qualifications
Only experience and education obtained by 01/08/2024 will be considered.
In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.
Basic Requirement:
1. A bachelor's degree in cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). OR
2. A combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. NOTE: Applicants whose experience in cartography was in the Federal service may have gained this experience by working in an occupational series other than GS-1370. Occupations in which experience may have been gained include Geography, GS-150; Civil Engineering, GS-810; General Physical Science, GS-1301; Geodesy, GS-1372; and Land Surveying, GS-1373.
Minimum Qualification [GS-07]
1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-05 which may include: assisting in geospatial data activities that provide capabilities to access, acquire, produce, archive, manage, and disseminate geospatial data and metadata; supporting research and analyses of geospatial products; data standards; geospatial feature content; and software and database systems in order to produce reports.in the Federal service. OR
2. Successful completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies. NOTE: If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an honor society. (You must submit a copy of your college transcripts to support educational claims). OR
3. Successful completion of 1 full year (18 semester hours) of graduate education in cartography or similar discipline. OR
4. A combination of graduate education and experience as described above which together equals 100% of the requirement.
Minimum Qualification [GS-09]
1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-07 which must include performing geospatial data activities that provide capabilities to access, acquire, produce, archive, manage, and disseminate geospatial data and metadata; supporting research and analyses of geospatial products; data standards; geospatial feature content; and software and database systems in order to produce reports. OR
2. Possess 2 years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in cartography or directly related science. OR
3. Possess a combination of qualifying specialized experience and more than one year of graduate education (both as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. Only graduate education beyond the first full year (18 semesters) is creditable using this method.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
