Duties

You will Lead the development and execution of acquisition strategies to establish goals and objectives compliant with applicable regulatory and statutory policies (e.g., DoD/DON regulation and policy. You will plan and coordinate the required acquisition and reporting procedures; provide oversight/staffing of Milestone (MS) and Interim Progress Review. You will use Agile Project Management to develop and execute acquisition management strategies and plans to support technical development and financial control of Business IT systems life cycle (e.g., cost, schedule, technical performance, and risk). You will Manage all phases of the acquisition life cycle for IT system(s) conditions; and apply acquisition regulations, policies, and reform initiatives to ensure efficient legal and fiscal execution of the system. You will work with the Procuring Contracting Officer (PCO) to develop and execute contracting strategies, pre-solicitation activities, source selection, and contract execution. You will create the goals and objectives of the system in support of PEO MLB overall objectives and direct the documentation for said goals and objectives according to formal requirements of DoD, SECNAV, OPNAV, and NAVWAR (Plan, record cost etc.).

  • Generally, current Federal employees applying to APS jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector leading program management activities by developing acquisition plans and strategies as well as time lines for recurring acquisition activities to ensure timely responses to internal and external stakeholders and customers.
