This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions for to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is with the US Army Engineer District, Operations Division, Project Operations Branch in Galveston, TX.
Duties
Operate crawler-type, diesel-powered and gasoline-powered engineering and/or farm or industrial-type equipment with wheeled or crawler-type traction, such as, floating excavators, bulldozers, compact tracked loaders, dump trucks, pavement rollers.
Operate excavators, floating excavators, compact track loaders etc. with bucket, blade, trencher and other attachments operated at various locations including dredge spoils areas thru the District to maintain access and function at facilities.
Operate numerous government-owned and rented heavy equipment. Operates excavators to perform lifecycle maintenance of dredge spoils areas, motor graders to maintain roadways as well as equipment staging areas.
Service and adjust gasoline or diesel engines, electric motors, generators, pumps, and other machinery and equipment for preventative maintenance.
Assist the Section Mechanics in making the more complicated repairs to machinery such as making adjustments, disassembling machinery, packing pumps, replacing worn parts, cleaning parts, etc., and assists on any emergency repairs.
Perform a variety of general maintenance and repair work on lock and dam equipment and machinery, and buildings, grounds, and structures at facilities thru the District requiring craft skills peculiar to maintenance and operations of locks and dams.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is subject to random drug testing in accordance with EP 600-1-3.
- Incumbent must be qualified to drive Government vehicles in accordance with Corps of Engineers standards.
- This position requires a pre-employment physical.
- Employees are required to observe established safe working procedures. Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions, and its use is mandatory.
- Position requires a current Class A Commercial Driver's License or the ability to obtain one within one year from hire date and to be able to successfully test for renewal if required.
- TDY (Temporary Duty Travel) is up to 50% of the time.
- A valid state issued Driver's License is required.

Minimum Qualifications (Screen Out Element): Ability to do the work of an Engineering Equipment Operator without more than normal supervision. The ability to perform common operation of a variety of vehicles and equipment to include, excavators, bulldozers, motor grades, tractors, pavement rollers, etc.; service and adjust gasoline or diesel engines, electric motors, generators, pumps, and other machinery and equipment. I can grade surfaces, compact soils, excavate and level earth to rough specifications. I work under normal non direct supervision, who observes work upon completion to make sure they are properly performed. - Failure to meet this Screen Out Element will result in an ineligible rating.
PHYSICAL EFFORT: Heavy physical effort is required in operating equipment controls. Considerable strain is encountered resulting from vibration, jerking, jolting, etc., in operation over rough surfaces, Because of location of controls, may be required to work in awkward or strained positions. Work requires frequent standing, stooping, stretching, climbing, and crouching. Lifts and carries items weighing up to 50 pounds. Uses coordination of eyes, hands, and feet, and also of legs and body in installing, repairing, or testing equipment.
WORKING CONDITIONS: Work is performed outdoors in all types of weather, usually in an open driver's seat or partially protected cab, on a variety of terrain and soil conditions of types mentioned above. Employee is exposed to the possibility of equipment overturning and subject to normal power and hand equipment operational noise, dust, vibrations, fumes, or other injuries. Subject to the hazards of burns from hot metal chips, cuts, bruises, injuries to hands from use of tools, and to strains from infrequent lifting or swinging of somewhat heavy items. Wears safety glasses, shoes, and other equipment as required. Standard hazard of drowning during floating plant operation is encountered.
