This position is located in the Department of Housing and Urban Development, Asst Secretary for Housing-Federal Housing Commissioner. Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Construction Analyst, you will: - Manage the efficient and effective coordination, and accomplishment of planning, scoping, development design, construction, and operation of major multifamily insured and capital advance projects. - Apply an extensive knowledge of construction disciplines, development and management concepts, principles, methods and practices. - Visit project sites to determine conditions of off-site construction or demolition. Evaluate project sites for unusual site conditions such as soil faults, drainage problems, or other design problems that may increase the site development cost or decrease the value of the land. - Examine existing properties for structural soundness. Determine repairs needed to bring them up to acceptable standards so a determination on feasibility of rehabilitation can be made.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. For the GS-13 grade level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: - Evaluating architectural, engineering, and administratively related plans and documents, including drawings, specifications, cost and bid documents and addenda, and change orders submitted by applicants; AND - Inspecting reviewing and ensuring assets meet the proposed development specifications; AND - Interpreting statutory and regulatory requirements related to building requirements; AND - Experience reviewing property inspection reports for existing properties. For the GS-12 grade level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: - Evaluating architectural, engineering, and administratively related plans and documents, including drawings, specifications, bid documents and addenda, and change orders submitted by applicants; AND - Applying design principles, methods, and techniques to inspect and solve identified problems and create solutions related to the design and construction of Multifamily housing; AND - Experience reviewing property inspection reports and Capital Needs Assessment for existing Multifamily properties. For the GS-11 grade level, you must have at least one (1) year of experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience includes: - Assisting in evaluating and preparing reports to identify and correct performance deficiencies or compliance violations, information dissemination, resource material, etc. on general maintenance practices and issues to customers; AND - Conducting Quality Assurance Review inspections under supervision; AND - Experience reviewing property inspection reports for existing properties. OR You may substitute Specialized Experience with education as follows: Ph.D. or equivalent doctoral degree in architecture, engineering, building construction, or other fields related to the position, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. In order to be qualifying, education must be in a related field. OR You may qualify with a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-11 you must have been at the GS-9 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

Education:
Undergraduate and Graduate Education: Major study -- architecture, engineering, building construction, or other fields related to the position.
OR
Experience:
Experience in the preparation or review of plans, specifications, or estimates of materials and costs for the construction, extension, alteration, or repair of buildings. Applicants should have knowledge of the residential construction field, and experience in the development of plans and specifications, and in negotiation work. This experience may have been obtained working as a contractor or as a draftsperson in an architectural engineering firm. However, any drafting experience must have provided an opportunity to acquire technical knowledge.
Appropriate experience includes working with diverse construction materials (brick, lumber, reinforced concrete, steel) and types of structures (housing, single-family dwellings and multi-family apartment units, and industrial and commercial structures). Applicants should be familiar with matters such as planning a subdivision, laying out traffic flow in a multi-family apartment structure, or working out specification problems in plans.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
