About the Position: Serve as a Physical Security Specialist for the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division. This may be filled as a Temporary promotion or reassignment NTE 2 years by a current permanent Department of Army employee, may be extended up to a maximum of 5 years and may be made permanent without further competition. OR Term NTE 2 years, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of 6 years.

Duties

Responsibilities include coordinating multiple projects, assisting subordinate PSOs throughout the Division in management of programs and in implementing outreach efforts directed at improving the physical security. Conduct physical security programmatic reviews and risk analysis/surveys/inspections of conventional security programs. Provide technical assistance to subordinate elements in the form of special survey and inspections on matters pertaining to physical security of conventional arms, ammunition and explosives; protection programs, review of security upgrade programs. Participate in the conduct of security assistance visits/surveys/studies for subordinate elements to provide advice on specific matters. Assist in the development and implementation of guidance for the Protection Program. Assist in the development of long and short-range goals and objectives for the Protection Program. Participate in the development and implementation of an integrated protection and physical security policy for the entire command. Analyze the existing protection plan and recommends new policy and countermeasures as needed.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent must obtain and maintain a top secret security clearance.
  • This position is covered by the civilian drug abuse testing program. Incumbent is required to sign DA Form 5019-r or DA form 7412, condition of employment for certain civilian positions identified as critical under the drug abuse testing program.
  • Obtain and maintain Security Professional Education Development (SPeD)-Physical Security Certification(PSC) within two years of entry duty. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Specialized Experience: One year of specialized experience which includes organizing and planning protection and physical security activities; reviewing the effectiveness and efficiency of protection and physical security efforts; assisting with developing appropriate plans, policies, and standard operating procedures (SOPs) as necessary for the successful implementation of an overall protection program, and coordinating reports of emergencies and other security incidents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
