The National Counterproliferation and Biosecurity Center (NCBC) leads the Intelligence Community and the interagency to counter and halt the proliferation of weapons of mass destruction, their delivery systems, related technologies, and expertise. The NCBC also serves as the lead for the integration, mission management, and coordination of intelligence activities pertaining to biosecurity and foreign biological threats.

Duties

Serve as an assistant principal advisor to the D/NCBC, DD/NCBC, and ODNI senior leadership for critical analytic and collection strategies along with assessments and evaluations related to biosecurity and broader WMD security, including the implications on global health security and WMD threat actors. [NOTE: this phrasing leaves open the possibility of incorporating global health and/or WMD-CT] Lead a team of professional staff by providing strategic direction, empowering leadership at all levels, and providing actionable feedback regarding personal and professional development. Lead and oversee the formulation, development, production and evaluation of a broad range of policies, processes, and guidance on subject areas, including mission enabling functions and intelligence oversight disciplines, and communicate these policies, processes, and guidelines to community stakeholders. Oversee the development and implementation of a comprehensive, proactive counterproliferation and biosecurity strategy for the IC. Implement campaigns and strategies to improve counterproliferation and biosecurity analytic and collection program plans across the IC. Collaborate with key stakeholders within the IC, USG including non-Title 50 organizations, state/local/tribal/territorial partners, academia, and other research entities to identify critical customer needs, long-term priorities, and partnership opportunities. Identify, examine, monitor, and articulate significant counterproliferation and biosecurity policy/resource issues impacting ODNI relationships with key partners, the Executive Branch, Congress, and the public. Perform personnel management and fiscal planning responsibilities with a focus on building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.

Qualifications

Mandatory Requirements Expert knowledge of the IC and USG mission, objectives, programs, and activities to lead the advancement of counterproliferation and biosecurity priorities. Superior strategic and tactical planning, critical thinking and analytical skills, required to propose innovative solutions and implement change with resourcefulness and creativity. Expert managerial experience with personnel and financial management policies, regulations, and practices. Superior ability to coordinate, network, and communicate across the IC and USG agencies to develop, coordinate and influence change. Superior oral and written communication skills, including ability to clearly convey complex information to audiences of all levels. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2024. Combination of education and experience: 15 years cumulative experience addressing biosecurity, biosafety, intelligence mission management, or related subjects in the IC, DoD, other federal agencies, or in the private sector. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.
