This position located in the United States Department of Agriculture (USDA), Foreign Agricultural Service (FAS), Agricultural Economic Development Division (AED), Rural Development and Natural Resources Branch (RD), with one (1) vacancy in Washington, DC.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Serve as a supervisory program manager responsible for planning, developing and directing of programs, analysis, and policies for the Division; motivates, guides, and leads staff as a team; assigns work and ensures high quality. Lead and supervise staff in international agricultural capacity-building programs in rural development, natural resources management and conservation, climate-smart agriculture, technology transfer, or other areas. Plan, organize and direct programs and policies to achieve FAS goals and objectives within Global Programs, and to work effectively with management to accept and implement recommendations. Plan, schedule, and carry out activities concerned with the implementation, analysis and evaluation of programs for effectiveness; prepares project reports, tracks financial operation of projects, ensures compliance with policies and regulations. Travel abroad, as required, to accomplish the major objectives and responsibilities of the office.

  • Successful completion of one-year probationary period, unless previously served.
  • Subject to one-year supervisory/managerial probationary period, unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

  • Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
  • In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
  • Selectee must be able to obtain and maintain a Secret security clearance.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: There is no basic educational requirement for this position. TO QUALIFY AT THE GS-14 LEVEL: Applicants must have one full year (52 weeks) of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors and demonstrates all of the following: Experience planning and conducting programs in agricultural development or agricultural trade internationally. Experience applying the theories, concepts, principles, and practices of capacity-building and technical assistance for low-and middle-income countries in areas of agricultural development and agricultural trade. Experience leading teams or supervising staff in programs in the areas of rural development, natural resources management and conservation, climate-smart agriculture, agricultural technology transfer and innovation, or other areas in agricultural or international development. Experience writing and presenting project reports/assessments, proposals, technical recommendations, and program data. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
