About the position: This position will be assigned to the Scott AFB, NAF Human Resources Office This is a Regular, full time position

Duties

Acts as the Human Resources Officer in Officers absence. Can train and advise lower grade HR staff. Assists the Human Resources Officer (HRO) in the performance of technical and management advisory personnel functions of the NAF Personnel Program. Assists the HRO with disciplinary actions, adverse actions, and grievances. Analyzes, evaluates, and classifies non-controversial positions in a variety of occupational groups. Assists as the focal point for the automated NAF personnel data system for transaction problems and error resolutions. Maintains surveillance of automated system processing through regular system queries and quality control products. Duties include, but not limited to coordinating with NAF Human Resources office personnel and applicants for NAF positions to schedule /execute required background checks; management and oversight of procedures associated with scheduling fingerprint appointments, obtaining fingerprints, initiating background investigations and forwards adjudication packages to the Human Resources Officer for adjudication. Assist HRO in posting vacancy announcements, maintains applicant files, referral list and hiring lists. Assists HRO with auditing 971 files for accuracy and completeness. Inputs and maintains data in the NAF Defense Civilian Personnel Data System (DCPDS). Provides technical advice to lower-grade Human Resources Assistants concerning processing of personnel actions and associated system error situations. Provides management with position control registers and other automated personnel statistical documents/reports. Performs extensive technical specialized work in the areas of recruitment and placement, classification, performance management, information systems management and human resource development programs position. Provides limited management advisory services in matters related to staffing, affirmative employment, employee relations, and classification. Conducts position reviews; performs desk audits; determines and assigns correct pay category, occupational series, title, grade level, Fair Labor Standards Act (FLSA) designations; and prepares required evaluation statements. Provides advice and assistance to managers and employees on basic pay, overtime or leave entitlement questions or problems. Advises managers and employees about relatively common issues or problems such as routine leave or attendance questions or disputes. Researches and resolves problems in the administration of the employee benefit program. Participates in planning and conducting the local NAF wage survey IA W regulatory guidance. May serve as Chairman/Co-Chairman of the NAF Locality Wag Survey Committee. Performs other related duties as assigned. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application. Qualifying Experience: Posses eighteen (18) months or more of work experience in human resources office which demonstrates knowledge of at least two of the following functional human resources competencies: Staffing & Recruitment, Position Classification, Management Employee Relations, Labor Relations. Experienced in applying personnel policies and laws. Experienced analyzing, evaluating and recommending appropriate resolutions to complex interrelated Human Resources problems and issues. In addition to above minimum qualification requirements, applicants will possess twelve (12) months of prior work experience in a NAF Human Resources Office and have successfully completed of training in Basic Staffing, Customer service, Organizational structure, Basic Writing, and Time Management. Experience in interpreting and applying regulations, policies, practices and procedures covering NAF personnel management programs. Experience working with automated personnel data systems specifically experience working with Defense Civilian Personnel Data System and Business Intelligent is required; computer applications such as Windows, Word, Excel, Access, and the Internet. Experience communicating NAF policies and Human Resources procedures to others. Must have extensive knowledge of DOD and Air Force Human Resources manuals, guides, regulations and policies.
