Duties

We are looking for six enthusiastic, dynamic, and talented individuals with expertise and significant experience to work within one of the following areas: Case & Acquisition (Case) - Serves as a Case, Acquisition, and Life Cycle Management Instructor and Instructor of Security Cooperation at DSCU. Incumbent will support organizational goals through effective instruction for the Case and Acquisition Department which focuses on application of specific SC competencies required for the following segments of the SC Workforce and SC Enterprise. This position requires an in-depth knowledge of Security Cooperation concepts, principles, methodologies and techniques involved in conducting programs associated with Foreign Military Sales (FMS) case managers, programs, acquisition, logistics, finance and other activities involving the development and execution of international arms transfers. Focus is on process for arms acquisition, procurement, and transfer of services and materiel. Provides instruction for intermediate- level certification in CASE career track Instruction is competency-based following identified SC competency areas for CASE. Planning, Oversight & Execution (POE) - Serves as a Planning, Oversight, Execution, Assessment, Monitoring and Evaluation Instructor, focusing on application of specific SC competencies required for specific segments of the SC Workforce and SC Enterprise. This position requires an in-depth knowledge of Security Cooperation concepts, principles, methodologies and techniques involved in conducting programs associated with training personnel assigned to planning and programming security cooperation in Combatant Commands, Agencies, Services, and Components. Focus is on strategy and policy, oversight and planning. Prepares student to succeed as planners in the GCCs, Functional CCMDs (TRANSCOM, CYBERCOM, etc.), Component Commands (e.g., SOCSOUTH, MARFORNORTH, CENTAF, etc.), DOD Agencies (DSCA, Joint Staff, NGB, etc.), and occasionally the interagency (DOS, USAID, etc.). Provides instruction for intermediate-level certification in the POE career track. Instruction is competency-based following identified SC competency areas for POE. Execution Support (XSPT) - Serves as Instructor providing advanced level, regional, and specialized educational instruction and serves a variety of learners including the certification workforce and non-certification students from basic to executive level. Incumbent will support organizational goals through effective advanced-level instruction, advisory services and consultancy for the following courses and focus areas: - Advanced Security Cooperation Course - Country and Regional Studies - Locally Employed Staff (Embassy) Course - National Guard Security Cooperation Management Course - Non-certification practitioner areas - Security Cooperation electives and continuous learning - Mission Consultancy activities As a FACULTY SENIOR ASSOCIATE at the AD-1701-03 some of your typical work assignments may include: Serves as a specialist in the respective discipline and will support/lead in the advising, consulting, education, training, and academic/scholarly content creation missions of the Defense Security Cooperation University. Participates in DSCU self-governance to support the academic mission of the University in its use of technologies and services impacting teaching, learning, research and scholarship. Prepares and executes education and training programs, advises partner nation officials, provides expertise to U.S. officials, and conducts research and writing. Supports the development and review of instructional materials and other intellectual content in support of the University's mission. Prepares and delivers lectures, seminars, advising, and instruction in assigned areas, either functional, geographic, or both. Provides academic advice to DSCU students to facilitate an understanding of and a capacity for scholarship, independent judgment, academic rigor, and intellectual honesty. Participates in academic or professional research to create new knowledge or solutions related to Security Cooperation and Institutional Capacity Building topics and to the more specialized topics of their practice area/discipline.

Qualifications

This is a full-time term appointment in the excepted service not to exceed (NTE) three (3) years. Term appointments may be extended thereafter in one, two, or three year increments, indefinitely. As a term employee you will be eligible for medical and dental benefits, life insurance, and retirement. You will also be eligible to earn annual leave and sick leave. QUALIFICATIONS: 1. Master's degree from a regionally or nationally accredited university in a relevant functional area required: international relations, foreign affairs, economics, business administration, history, political science, defense and strategy, or a related field that supports DSCU's programming, research, and analysis needs. 2. Five or more years of experience in regional or functional topics relevant to SC/ICB that align with OSD-Policy priorities. Experience shall be of sufficient depth or breadth as to establish expertise within a particular professional discipline relevant to the security sector such as defense acquisition and logistics, cyberspace defense, operations/functions of a ministry, regional politics or security, military operations, or implementation of the U.S. security assistance/cooperation system. 3. Experience in leadership, management, strategy, or planning tasks in government, military, private sector, or academia. 4. Documented intellectual contributions in area(s) of expertise. 5. Experience developing and revising instructional or advising content or materials. 6. Teaching experience and/or experience advising senior leaders.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
