Duties

As a Veterinary Medical Officer (Direct Hire), you will: Serve as the Animal Facilities Director and Veterinarian for the NIOSH Morgantown Animal Facilities. Provide technical oversight to professional and support staff within the animal facilities and is responsible for the staffing of personnel who provide animal care. Monitor research progress and current methods in a specialized field of veterinary medicine. Maintain close liaison with other safety and health professionals in private industry, academia, and federal and state government, both in the United States and abroad, to facilitate the development of appropriate animal resources and to support the public health efforts to eliminate occupational disease. Identify the need for necessary safety equipment and for communication of safety measures. Collaborate with the research staff to design, develop, and conduct independent and innovative research programs, using animal exposure and disease models, which have significant impact on the safety and health of workers nationwide. Lead the reviews of the Animal Care and Use program and inspections of the facility. Provide professional consultation and review to ensure that the development of research activities recognizes and takes into account proper animal care and usage.

The Federal government, as the largest employer in the Nation, can and should show the way towards achieving drug-free workplaces through programs designed to offer drug users a helping hand, and at the same time demonstrating to drug users and potential drug users that drugs will not be tolerated in the Federal workplace. The use of illegal drugs, on or off duty, by Federal employees is inconsistent not only with the law-abiding behavior expected of all citizens, but also with the special trust placed in such employees as servants of the public. Applicants tentatively selected for this position may be required to submit to urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative applicant drug test result. In order to demonstrate commitment to the HHS goal of a drug-free workplace and to set an example for other Federal employees, employees not in a testing designated position may volunteer for unannounced random testing by notifying their Drug-free Federal Workplace Program Point of Contact upon hiring. Current or Former Political Appointees: Agencies must seek prior approval from the Office of Personnel Management (OPM) before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code. Basic Qualifications: Doctor of Veterinary Medicine (DVM) or equivalent degree, i.e., Veterinary Medical Doctor (VMD), obtained at a school or college of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA). The AVMA web site, http://www.avma.org(external link), has a listing of all AVMA-accredited veterinary medical schools. OR Graduates of foreign veterinary medical schools that are not accredited by the AVMA Council on Education (Refer to AVMA web site, http://www.avma.org(external link)for information about schools in this category) must meet one of the following requirements. Proof of certification of their final transcript by the Educational Commission for Foreign Veterinary Graduates (ECFVG) Possession of a permanent, full, and unrestricted license to practice veterinary medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States that includes successful completion of the North American Veterinary Licensing Examination (NAVLE) or its predecessors, the National Board Examination (NBE) and the Clinical Competency Test (CCT). Proof that the education obtained in a foreign veterinary medical program is equivalent to that gained in a veterinary medical program that is accredited by the American Veterinary Medical Association Council on Education. Under this provision, equivalency is established only if an AVMA-accredited veterinary medical school or college accepts the graduate's final transcript from the foreign veterinary medical school at full value for placement into an advanced degree, postgraduate educational program, or training program (e.g. residency or graduate program). Graduates of foreign veterinary medical programs must also provide proof of proficiency in the English language by successfully completing one of the nationally and internationally recognized examinations that incorporate assessments of reading, writing, listening, and speaking skills. Examples of examinations that assess mastery of the English language are shown below: Test of English as a Foreign Language (TOEFL) - Minimum scores for the TOEFL are 560 for the paper-based version; 220 for the computer-based version; or overall score of 83 for the internet-based version (including 26 or higher in speaking, 26 or higher in listening, and 17 or higher in writing). For the computer-based and paper-based test versions, applicants must also complete the Test of Spoken English (TSE) and the Test of Written English (TWE). Minimum required scores are 55 for the TSE and 5.5 for the TWE; Academic tests (listening, writing, and speaking) offered by the International English Language Testing System (IELTS). Applicants must achieve a minimum overall band score of 7.0, with at least 7.0 in speaking, 6.5 in listening, and 6.0 in writing; OR Canadian Academic English Language Assessment (CAEL). Applicants must achieve a minimum overall band score of 70, with at least 60 in speaking, 60 in listening, and 50 in writing. Minimum Qualifications: To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the next lower grade level, which must include the following experience in providing effective veterinary care and husbandry (Animal Welfare Regulations) for the laboratory animals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
