This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6) at the W.G. "Bill" Hefner VA Medical Center (VAMC) in Salisbury, NC, within the Health Administration Service (HAS). This position functions as the Training Specialist for schedulers within the Salisbury VA Healthcare System, reporting directly to the Assistant Chief of HAS.

Duties

Major Duties to include but not limited to the following: Develops, administers, delivers, evaluates, and reviews training programs for HAS personnel as well as for CITC, Home-Based Care schedulers and associated HCCs and CBOC. Develops original course content and modifies it when improvements are realized, or changes are required. Determines the need for additional subject matter information during the development of course/training content and related materials. Develops and modifies courses, sets training priorities, and researches and recommends new or alternative training sources for the SBYVAHCS scheduling workforce. Develops, reviews, analyzes, implements, adapts, conducts and evaluates training materials, training courses, and overall training programs related to subject matter areas/topics such as: eligibility/enrollment criteria and procedures, access to care, Beneficiary Travel, scheduling, ward administration, admissions, special programs, Care in the Community (CITC), insurance collection, and Decedent Affairs as well as training on new directives and processes that interrelate within the HAS's sections and/or other services. Develops training programs which ensure that quality provisions are planned, developed, and implemented sufficient to identify, prevent, and correct unsatisfactory conditions and elements which influence regulatory correctness and the responsiveness of HAS. Assesses the quality and effectiveness of training programs for continuous improvement, which requires the incumbent to monitor and review newly released VHA Directives, policy letters, and released patches in order to determine their potential effect on HAS end-users and personnel on a regular basis. Coordinates requests for training funds in accordance with established service priorities on special interest training needs. Ensures that staff with scheduling access/responsibility complete the required training, including refresher training. Prepares reports on training compliance for review by leadership. Coordinates orientation activities for new HAS personnel and prepares materials designed to acquaint new employees with the organization's mission, structure, history, objectives, and policies. Facilitates the development and maintenance of Standard Operating Procedures (SOPs) for all positions and processes within HAS. Serves on facility and VISN-wide committees and represents HAS operations, providing information as assistance as needed. Works with the HAS's leadership in developing data capture and electronic reporting procedures to track the progress of quality program management initiatives. Performs Level 2 scheduling audits of Level 1 auditors in other VAMC within VISN 6 ensuring the accuracy and consistency of the Level 1 audits of the schedulers. Performs TMS Administrator duties for SBYVAHCS scheduling staff; assigning curricula and items; recording training completion; creating TMS items for scheduler training events; prepares and utilizes various reports to ensure schedulers are current on required training and annual refreshers. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervising or administering a training program, development and implementation of ongoing training programs, developing priorities and training schedules and establish new contacts within and outside the agency to obtain needed information, often seeking it from primary sources (e.g., direct contacts and interviews with producers or manufacturers). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's (or equivalent graduate degree such as LL.B. or J.D. or 2 full years of progressively higher level graduate education leading to such a degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and 1 full year of progressively higher-level graduate education. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials.
