The primary purpose of this position is to perform a variety of housing activities related to the assignment, operations, maintainability, habitability, and cleanliness of housing units. Provides oversight related to routine maintenance, repair, and housekeeping requirements.

Duties

Performs day-to-day operations for Unaccompanied Housing (UH) facilities. Receives, reviews, and processes housing applications. Assigns residents to available vacancies and performs initial, pre-final, and final inspections. Conducts joint resident-management unit inspections to evaluate the cleanliness, maintenance, and habitability of the unit, furnishings, equipment and facilities. Prepares and inputs documentation related to housing assistance activities. Performs facility manager duties for housing facilities. Identifies, coordinates, and submits work orders related to preventive maintenance, repair, and construction work to sustain safe and reliable operations of housing facilities.

  • Must be able to obtain and maintain appropriate clearance for suitability.
  • Travel and Relocation expenses will not be paid.
  • Work may occasionally require travel away from normal duty station.
  • This posn is subject to provisions of the DoD Priority Placement Program
  • The employee may be required to travel on military or commercial aircraft.
  • Work may include some overtime.
  • A valid motor vehicle operator’s license is required to drive an automobile to and from housing units, on and off base.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Specialized experience includes independent performance of duties involving maintainability, habitability, and cleanliness of housing units. Performing contract surveillance; inspection of units related to maintenance, repair, and janitorial requirements. Determining acceptable work performance in various trades or crafts associated with repairs, improvements or maintenance of dwelling units, buildings, structures, grounds, roads, streets, and utility systems. OR EDUCATION: 1 full year of graduate level education or superior academic achievement. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPTS. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of local housing and furnishing management instructions, policies, and procedures. 2. Knowledge of fund budget systems. 3. Knowledge of contracting provisions sufficient to support proper negotiations or commitment of funds. 4. Knowledge of safety and security instructions, regulations, practices, and procedures. 5. Skill to manipulate computer data through input, retrieval, and storage of data. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
