About the Position: The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), a subordinate research laboratory under the U.S. Army Medical Research and Development Command, is the lead medical biological defense research laboratory for the DOD Chemical Biological Defense Program. Duties

Ensures the activity's Select Agent Program is compliant with all DoD, Army, Federal, State, and activity regulations for the acquisition, storage, use, transfer and destruction of all Biological Select Agents and Toxins (BSAT). Assists Centers for Federal Select Agent Program (FSAP)-registered Principal Investigators (PIs) and technical staff with all BSAT inventory and accountability matters. Plays a key role in facilitating sharing of BSAT materials and reducing duplication of BSAT materials within the Institute. Participates in BSAT/non-BSAT segregation of materials. Prepares, in consultation with PIs and Responsible Official (RO) and submits FSAP registration packets, including modifications and obtains all applicable permits required for BSAT transfers. Prepares and assists scientific staff for all Army and Federal technical inspections involving BSAT. Conducts BSAT audits of FSAP-registered PI inventories and writes reports. Selectee may assist in emergency planning for FSAP-registered laboratories and other emergency management duties as assigned.

  • Must be able to obtain and maintain Secret Security Clearance.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Pre-employment and random drug testing is required.
  • Must participate in the Biological Personnel Reliability Program (BPRP).

Qualifications

This position is scheduled to transfer to the Defense Health Agency (DHA) in accordance with the provisions of Section 711(b) and 737 of FY 2019/2020 National Defense Authorization Act (NDAA). Employees will become DoD employees upon transfer to the DHA. USAMRIID is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DB-02 payband is equivalent to the GS-05 step 1 to GS-12 step 10 level, HOWEVER management has elected to announce at the higher end of the pay band (GS-09 to GS-12). In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system. Degree: Bachelor's degree (or higher degree) in microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent. OR B. Combination of Education and Experience: Courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: One year of specialized experience which includes: (1) Ensuring accurate management (acquisition, storage, use, transfer, and destruction) of Biological Select Agents and Toxins (BSAT); (2) Assisting with physical inventories of BSAT materials; (3) and participating in uniform labeling of specimens. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Microbiology, Biology, Molecular Biology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
