This position is the Deputy Chief Financial Officer at the G.V. "Sonny" Montgomery VA Medical Center located in Jackson, Mississippi.

Duties

This position requires duties such as: Maintain a commercial type double entry cost accounting system that collects and reviews cost distribution data for all services. Formulate, develop, and execute annual budget plans and administer the financial program for the organization. Interpret financial policy, regulations, and other guidance in order to execute daily operations according to laws, federal regulation and policy. Advise the Financial Manager regarding local policy issues ensuring no conflicts exist with other agencies. Monitor a statistical cost accounting system, the operations and delivery of cost accounting statistical information to services within the organization. Experience in the theory, principles, concepts and practices of accounting, budget, management, and financial programs. Actively engage in the actions regarding the nature and scope of the accounting program, including a fund control system in order to gain maximum benefit. Oversee budget planning, formulation, and execution. Compute and predict the effect changes in programs and prepares recommendations to the Financial Manager and other managers. Perform analysis and forecasting of funds and variances. Provide leadership and management support to the medical center complex and other supported organizations. Counsel, advise and assist supervisors in conducting training classes and other matters such as performance, awards, selection and promotion. Provide direct and indirect supervision of the program and staff assigned to sections within the service. Combine information from normal accounting, budget and cost analysis with data of a non-fiscal nature to produce comprehensive analysis of program accomplishments. Provide advice and input to the Financial Managers short and long range planning activities in support of the organization's operations. Demonstrate the ability to apply a high level of sound independent judgment in the resolution of financial problems and administration of a financial management program. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the facility. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in budget analysis planning and forecasting; knowledge of basic accounting principles; developing and presenting financial reports; and experience creating, utilizing, and maintaining spreadsheets, visual presentations, web-based and SharePoint applications for financial purposes. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
