Duties
You will ascertain effectiveness of Contractors' Quality Control (QC) Systems, including attendance at Preparatory, Initial and Follow-Up inspections.
You will instruct and/or advise one or more lower-grade construction managers or engineering technicians of the organization in the execution of construction activities for a wide range of construction and environmental projects.
You will prepare cost estimates for modifications and participate in negotiations as required including reasonableness of time extensions and impact of modification on project schedule.
You will maintain relationships with organizations or individuals to coordinate and expedite efforts on projects.
You will communicate verbally, via telephone, E-Mail and in writing with contractors, customers, and FEC personnel on project-related matters requiring clarification, coordination, changes, and general contract information, or construction progress.
You will review and monitor Contractor’s construction progress and submitted schedules and requests for payment and makes recommendations regarding approval of payment estimates based on construction progress achieved and quality of work.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Monitoring contractor and administer construction contracts to ensure specifications, construction schedules and quality assurance are in compliance; 2) Using knowledge of construction methods and techniques to interpret contract documents, provide recommendations for resolving project problems, unforeseen conditions, or changes in criteria; 3) Providing managerial services for the design, construction, and oversight of new construction, repairs, and alterations of projects; and 4) Preparing or coordinate the preparation of scopes of work and cost estimates in support of negotiations and issuance of contract modifications.
