You will serve as a SUPERVISORY GENERAL ENGINEER/ARCHITECT in the Design and Construction Division of NAVFAC SOUTHWEST.
Duties
You will serve as a supervisory engineer or architect in the field of design and construction engineering, serving as a primary point of contact for coordination of all assigned Capital Improvements Business Line (CIBL) projects.
You will serve as technical advisor to journeymen and lower grade engineers/architects on complex engineering problems, and be capable of leading high-level meetings concerning project status and controversial matters.
You will be responsible for leading the design staff in performing project management roles for the project (scope, cost, and schedule) from preliminary design authorization to project closeout.
You will develop the annual resource requirements for the Project Management and Engineering Branch (PMEB) and monitor use of assigned resources.
You will provide representation on contract awards, construction contract selection, and claims boards reviewing proposed field changes for engineering/architectural soundness and adequacy and assure they are within assigned funds.
You will be responsible for tracking and meeting all assigned CIBL related metrics that measure the performance of the work as it progresses.

- Position may require site visits involving standing, walking, climbing, bending and crawling to assess or inspect existing and new facilities and generally traversing construction sites.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- The incumbent may be required to work overtime.
Qualifications
This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement.
In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing expertise in multiple engineering areas of consultation, design and construction;2) Monitoring quality assurance and safety compliance with plans and specifications;3) Leading or assisting in the negotiation of proposed change orders; and4) Managing daily tasks using computer based programs (i.e. eContracts, eProjects, Enterprise Safety Application Management Systems (ESAMS), Facility Accident and Incident Reporting (FAIR), AutoCAD, and Primavera scheduling software).

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. To be considered for Architecture Series GS-0808
A. You must have a bachelor's or higher degree in architecture.
OR
B. You have a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
C. You have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. Your curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR you lack a degree in architecture, but you have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
