You will serve as a TRAFFIC MANAGEMENT SPECIALIST in the Logistics Department's Personal Property Processing Office (PPPO) Store Front Section of NAVSUP FLC PUGET SOUND.
Duties

You will Provide inspection and/or quality control services, analysis, and process improvement recommendations.
You will Review shipment data to determine if all requirements have been addressed and initiates corrective action as requires.
You will Monitor inbound shipments until delivery and confirms the customer is satisfied and no other actions are required.
You will ensure that the work of carriers/contractors engaged in the physical handling and movement of personal property comply with applicable service tenders, solicitations, contract specifications and government regulations.
You will counsel senior level executive personnel on the specific entitlements authorized in accordance with the PCS orders and based on country specific allowances.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications
Your resume must have one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent in the private or public sector performing the duties of a Traffic Management Specialist utilizing an in-depth knowledge of all areas of personal property shipment management. Have experience utilizing knowledge of computer systems and the ability to identify needs and problems using automated information systems. You also have experience collecting and analyzing data in order to identify trends and resolve various transportation problems. Examples of specialized experience may include: 1) Providing inspection and/or quality control services, analysis, and process improvement recommendations. 2) General understanding of which regulations govern formation of government contracts and the underlying concepts and principles which are necessary as the COR representative or Program Manager. 3) Reviewing shipment data to determine if all requirements have been addressed and initiates corrective action as requires. 4) Monitoring inbound shipments until delivery and confirms the customer is satisfied and no other actions are required. 5) Ensuring that the work of carriers/contractors engaged in the physical handling and movement of personal property comply with applicable service tenders, solicitations, contract specifications and government regulations.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-09 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a master's or equivalent graduate degree, LL.B, J.D., or have completed two full years of graduate level education leading to such a degree with a major study of accounting, business administration, business or commercial law, commerce, economics, engineering finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
GS-09 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. combination of experience and/or graduate education as described above, along with possession of a certificate as a Certified Member, American Society of Transportation and Logistics.
