Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to to serve as Chief of Readiness and Logistics within the Plans and Programs Directorate and as Wing Deployment Officer.

Duties

Develops and supports execution of contingency plans for contingency operations worldwide with battle management command and control (BMC2) and deployable air traffic control and landing system (DATCALS) capabilities during real world deployments, contingency operations, exercises, and crisis situation. Plans and executes contingency, emergency, and/or expeditionary deployments and receptions for the wing. Responsible for providing training, resources, and logistics systems to ensure the efficient and effective operation of the wing deployment processes. Represents the Section with a variety of installation, wing and functional area organizations.

  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes planning, developing and directing policies and programs; providing management and oversight; and representing the organization at higher management level meetings. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only a Master's degree may be used to qualify applicants for positions at the grade GS-11. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of logistical readiness organizational structure, knowledge of DOD, Joint, and AF Logistics Readiness, Plans, and Integration planning and principles, concepts, and directives as they pertain to war reserve material, deployment operations, base reception, DRRS and support agreements. 2. Knowledge of exercise and deployment response goals and objectives, the sequence and timing of key operational events and milestones, lines of authority, and installation response roles and responsibilities. 3. Knowledge of regulations and instructions applicable to developing operational plans and programs and evaluating/inspecting activities. 4. Knowledge of analytical and evaluative methods and procedures and skill in evaluating critical program operations to develop comprehensive plans and to analyze work processes and continually correct and improve them to meet mission requirements. Knowledge of current computer software (Word, PowerPoint, Excel, and Outlook). 5. Skill in planning, organizing, directing, managing, coordinating, operating, and evaluating operational response programs/activities and interpreting associated requirements and data. 6. Ability to update logistics and readiness databases, ability to effectively communicate orally and in writing; must be able to develop presentations and brief large/small audiences, negotiate complex issues, and maintain good working relations with personnel at all levels. 7. Ability to integrate contingency and emergency response requirements into current and future plans. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
