Duties

DUTY 1: Conduct All-Source Intelligence Analysis.Serves as an intelligence analyst lead on semi-complex to complex technical analysis and production activities. DUTY 2: Integration of Intelligence and Innovation.Supports the integration of intelligence and innovation to ensure the Integrated Capabilities Office (ICO) obtains and maintains in-depth awareness of a wide array of adversarial capabilities and technical threats, along with potential opportunities to leverage existing or emerging technology for intelligence-related applications. DUTY 3: Serves as a functional Liaison. Establishes and maintains a current series of liaison contacts with key members of DoD, National-level agencies and the Intelligence Community. DUTY 4: Manages intelligence production.Manages intelligence production to satisfy component, combatant command and support agency requirements.

  • Extensive subject matter experience supporting or conducting US special operations forces, intelligence community or technical activities is highly desired.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of collections, operations, and analysis as well as a wide range of concepts governing the DoD counterintelligence mission and the DoD counterintelligence mission and national intelligence objectives. Knowledge of the terminologies, methodologies, research, and analytical techniques applied to highly complex assignments in counterintelligence, collection, and analysis and the ability to apply facts and estimates derived from numerous sources to a variety of problems having difficult technical aspects. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. National-level knowledge of the interplay of geographical, political, military, economic, and industrial forces in various regions of the world as well as intelligence and threat entities, operations, and capabilities that may be directed against USAF, DoD and other U.S. resources and advisory services supporting U.S. Special Operations Forces, Intelligence Community, and technical activities. 2. Extensive knowledge of U.S. Intelligence Community policies, entities, missions, resources, operations capabilities, databases, and requirements to perform intelligence research planning, operations collections, target analysis, and other intelligence collection related activities. 3. Expert knowledge in the development and management of a comprehensive strategic roadmap for sensitive intelligence support plans and activities. 4. National-level expertise skill in the principles, concepts, and methodologies of sensitive intelligence capabilities, practices and procedures. 5. Comprehensive skill in handling classified data in accordance with established DoD policies and procedures. 6. Nationally recognized ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data; to make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment, experience and recognized professional standings; and to present and argue for a position effectively. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated SPECIAL Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. This position may be subject to periodic polygraph examinations consistent with position requirements, and psychological examinations, if necessary, in the performance of the position. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions including demotion or removal. An advanced intelligence-related or professional/scientific degree is desirable. 4. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
