This position is located in the Chinle Service Unit, Pinon Health Center, Clinical Services, Physical Therapy and Rehabilitation Department, Pinon, Arizona. The primary purpose of this position is to provide full administrative and technical supervision for the Physical Therapy and Rehabilitation Department. The incumbent is responsible for assuring that proper procedures are followed, quality assurance and direct patient care.
Duties

Provides full administrative and technical supervision for the department, coordinates, plans, organizes, implements and evaluates the services for outpatients of all ages with a wide variety of diagnostic conditions.
Manages and directs including strategic planning, policy formulation, budget management, human resource management, performance improvement, total quality management, information management, equipment and supplies management, program expansion, planning and management of specialty clinics, and front office management.
Determines the objectives, methods, and techniques of therapy to be employed with emphasis on patient needs, and limitations imposed by patient conditions.
Demonstrates a high degree of professional competence, skill, and judgment in the assessment, planning and delivery services.
Maintains thorough documentation of patient evaluation and treatments to include measurable goals/objectives.
Qualifications

You will receive credit for all qualifying experience, including volunteer and part time experience. BASIC REQUIREMENT(S):
Education: A graduate or higher-level degree that included:
A physical therapy curriculum approved by the Commission on Accreditation of Allied Health Education Programs (CAAHEP) or a professional accrediting organization recognized by the U.S. Department of Education at the time the degree was obtained; and
Completion of the clinical requirements prescribed by the school.
Licensure: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physical Therapist from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and must have passed the National Physical Therapy Examination administered by the Federation of State Boards of Physical Therapy (FSBPT).
Note: Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied. Applicants who have completed an approved graduate level curriculum and who subsequently completed additional graduate training in a specialized field of clinical practice designed to assure professional competence to practice in the specialty meet the requirements for GS-11. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-13: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience in planning, organizing, reviewing, evaluating and implementing duties of an outpatient Physical Rehab clinical services; conducting physical therapy evaluations and applying therapeutic treatments for various physical and medical problems to meet the needs of patients; monitoring compliance with regulatory agencies; collecting valid data for a variety of reports; preparing and maintaining departmental budget; training, mentoring, creating schedules and assigning work for subordinates, evaluating work performance.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
