Position serves as the Information Technology (IT) Specialist and Information Systems Manager. Incumbent is responsible for the installation, daily operation, maintenance and problem resolution for multi-user and personal computer systems. Incumbent is also responsible for coordination and consultation on all Automated Data Processing (ADP) and Management Information Systems (MIS) issues including office automation, telecommunications, and security. Position is located in Fort Duchesne, Utah.

Duties

System Operation and Support: Determines the information system needs of the facility and program. Evaluates alternative methods of meeting those needs within the constraints of IHS policies and budget; analyzes data sources, information use, data processing, storage requirements, and information flow; prepares feasibility studies, cost analyses, and other studies to evaluate alternative methods of meeting information system needs. Coordinates the preparation of programming specifications. Administrative Support: Maintains the current versions of a variety of computer system manuals. Maintains security provisions set forth by IHS and evaluates for compliance. Assists data entry personnel in alternative procedures in case of extended system malfunction. Documents system malfunctions and other operational difficulties or problems and reviews the reports in order to initiate corrective procedures. Training: Coordinates the preparation and distribution of instructional materials related to the systems. Provides administrative and clinical users with training on new or modified data entry procedures and in the use of application software in sufficient detail to allow them to operate efficiently. Responsible for the implementation and support of multi-service software packages that automate the capture of clinical encounter information and its subsequent retrieval. Coordinates with Area IRM staff and other clinical application coordinators to implement integrated packages, resolve conflicts, provide secondary support on related software modules, and insure smooth operation in areas where package scope overlaps or is integrated with other service functions. Works with Area and Headquarters programmers on local beta testing of software, identifying software problems, and requesting enhancements.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS, GS-09: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Knowledge and ability to apply customer service and customer support principles and methods; knowledge and ability to install, configure, upgrade and troubleshoot any hardware and software components; present formal and informal training and assistance to customers; knowledge of CACHE, Windows operating systems to include server editions, Microsoft Office applications, Active Directory, Exchange, Mumps and other programming environments; knowledge of LAN/WAN (Local Area Network/Wide Area Network) standards and equipment sufficient to install, configure and troubleshoot LAN and WAN components such as routers, switches and servers. OR Completed 2 full years of graduate education from an accredited or pre-accredited institution in computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. (Must submit copy of transcripts). OR Completed a master's or equivalent degree from an accredited or pre-accredited institution in computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or have completed a LL.B. or J.D., if related. (Must submit copy of transcripts). OR Combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-09 grade level (Must submit copy of transcripts). MINIMUM QUALIFICATIONS, GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Work experience in a health care information technology environment, installing, configuring, upgrading, and troubleshooting hardware and software components; provide hardware and software support or training to customers; knowledge of Ensemble, Windows operating systems to include server editions, Microsoft Office applications, Active Directory, Exchange, MUMPS, and other programming environments. OR Completed three (3) years of graduate education leading to a Ph. D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. (Must submit copy of transcripts). OR Completed a Ph.D. or equivalent doctoral degree or LL.M from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management. (Must submit copy of transcripts). OR Possess a combination of education and experience as described above that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-11 grade level (Must submit copy of transcripts and resume with applicable experience). Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
