Duties

Programmatic lead for annual and deferred maintenance, transportation management, Facility Asset Management System, architecture and engineering, signs, engineering equipment and software, public water systems, sustainability, and accessibility. Provides final approval on designs of major structures and facilities involving public safety and provides objective evidence to agency management and the public that the work is performed by engineers of proven competence. Provides engineering determinations on third-party design and construction projects, where professional licensure is essential for providing full confidence and respect to achieve cooperation on critical engineering issues. Determines appropriate engineering standards and develops special design or stipulations to mitigate conflicts and provide project oversite for the design and construction of recreation sites, roads, facilities, and other major Bureau assets. Provides statewide guidance and technical support for assigned engineering matters. Maintains working relationships with state and regulatory partners, as well as internal and external stakeholders.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: To qualify at the GS-12 Level, you must hold a current registration or licensure as a Professional Engineer (PE) by any State,the District of Columbia, Guam, or Puerto Rico. (Must submit copy of license with application). In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under A above. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in A above. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, maybe accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) GS-11: In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience performing conventional and routine engineering analyses assignments, experience providing construction management, project design, drafting technical documentation for conventional or routine engineering assignments, providing project investigations, assessments, and inspections, experience as a contracting officer, permitting, and ensuring regulatory compliance. Candidate shall also experience working on annual and deferred maintenance projects and have a familiarity of how each program operates, including experience coordinating with members of management and other stakeholders. -OR- Education: You must possess 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. GS-12: In addition to meeting the Selective Factor and the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Prepare and manage deferred maintenance and annual maintenance programs including advising engineering staff s on projects to be considered, project justifications, and cost estimates. Reviews and provides feedback on easement descriptions and plats and assists with identifying acquisition needs and setting of easement acquisition priorities. Coordinates with other Federal, State, and County agencies having responsibility for transportation systems and to ensure their existing and planned needs are identified. Provides design review, technical assistance, and contract administration support to management on highly technical designs or contracts that have safety and health implications. Education cannot be substituted for specialized experience at the GS-12 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement.

The GS-11 allows for education or a combination of education and experience to be substituted for experience if you possess three years of higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. GS-12 does not allow for education to be substituted for experience.
