Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Economist. Duties

Serves as a lead senior economist providing expertise in the development and utilization of economic models using conventional and unconventional aspects of statistics, optimization, and computer modeling as related to the direction, evaluation, and management of complex and controversial water resource studies. Prepares economic and financial evaluations and analyses for various planning studies, resource studies, project planning and development projects, studies and other activities for Reclamation involving water, power and environmental resources development. Formulates, coordinates, and executes research plans for studies in which the objectives and solutions have not been established. Utilizes complex economic models, such as market analysis, optimization, simulation, and statistical, to translate complex criteria into computer code. Collects data for and conducts economic and financial analyses required for the development of economic benefits associated with proposed infrastructure project. Develops and performs economic and financial evaluations including agricultural irrigation, hydropower, municipal and industrial water supply, recreation, and fish and wildlife enhancement benefit analyses, cost allocations, and special financial studies. Prepares economic analyses, such as estimation of construction impacts and direct benefits, in accordance with applicable guidelines and consistent with Reclamation policies, standards, and requirements. Formulates and executes plans to collect data and conduct economic evaluations as part of the plan formation process which includes no-action and action alternative plans. Participates as a member of study and project interdisciplinary teams providing economic and financial technical expertise related to proposed studies and Regional objectives. Serves as the Division's expert and liaison for economic, financial, and social assessments contracted to outside consultants, Regional Offices, and or other organizations. Verifies work is complete and compliant with existing Reclamation policies, standards, and requirements.

Qualifications

Basic Education Requirement: To be eligible for consideration, you must first meet the Basic Education Requirement for this position. A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. Or B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Please submit both undergraduate and graduate level transcripts, as applicable, to meet Basic Education requirements. Specialized Experience Requirement: In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. GS-13: To qualify at the GS-13 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 grade level in Federal service having demonstrated experience as a senior or technical expert in the field of Economics and demonstrated expertise in formulating and planning studies or projects which are problem oriented and/or involve the development of new or unconventional methods or approaches. Demonstrated experience developing, reviewing, and providing input on economic and financial studies including but not limited to plan formulation studies, recreation, risk-based analysis, benefit estimates, ecosystem services, concession operations, hydropower operations, cost allocations, rate and repayment studies, financial feasibility, and cost sharing proposals. Demonstrated experience writing project proposals and project management plans, analyzing data and writing technical reports, overseeing budgets, and leading complex technical projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 01/16/2024.

Education

This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
