The incumbent performs a variety of duties in an intermediate complexity medical facility, which is constantly evolving within a complex and competitive geographic area. Serves as a Supervisory Health Systems Specialist in the Extended Care & Rehab Service Line specializing in clinical operations and business analysis and development across a wide range complex activity within the service line and its associated community-based outpatient clinics (CBOCs).
Duties
Major duties include but are not limited to:
Studies and analyzes program specific-data; compiles final reports of evaluation efforts, notes discrepancies, and plans initiatives for effecting actions and/or reaching established goals.
Develops and coordinates continuous management reports systems for the Extended Care & Rehab Service Line to monitor current demand and forecast future patient demand for the array of clinical services offered.
Conducts independent studies and leads efforts with administrative staff in areas such as finance and DSS in completing cost benefit studies as well as make vs. buy studies.
Supports the efficient operation of the services under the purview of the Extended Care & Rehab Site Director and the Chief of Staff.
Conducts studies and leads special projects. Plans studies, prepares program and organizational strategies for identifying opportunities to improve access and efficiency related to the Extended Care & Rehab Site Director and the Chief of Staff and the Chief of Staff programs.
Develops written communication for the Extended Care & Rehab Site Director and the Chief of Staff, to include but not limited to, correspondence, actions, program evaluations such as access and efficiency assessments, position/option papers, policy statements and reports that are provided to multiple stakeholders to include internal and external customers such as employees, VISN and VACO representatives, Congressional delegates, and Veteran Service Organizations (VSOs).
Leads and actively participates in various organizational work groups, projects and initiatives.
Performs the administrative and personnel management functions relative to staff managed and supervised.
Provides advice and counsel to workers related to work and administrative matters.
Work Schedule: Monday- Friday 7:30 am- 4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Identifying short and long-term personnel needs for a service line/department; Coordinating with various departments to ensure information is exchanged effectively; Assisting with development of an annual budget; Developing business plans for the expansion of existing programs or implementation of new programs; Utilizing various information systems to collect/analyze data; and Ensuring program compliance with applicable regulations, policies, or procedures. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have have a PhD (or equivalent) degree or 3 full years of progressively higher-level graduate education leading to such a degree in a subject area directly related to the position to be filled (TRANSCRIPTS REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond two years of graduate education (TRANSCRIPTS REQUIRED).
